Perform the full range of position management and classification services (e.g., desk audits; evaluation and advisory statements; FLSA determinations; position description writing; position designations; in-person and/or virtual focus groups). Serve as project resource and/or manager and technical subject matter expert on a variety of reimbursable classification projects including formulating goals and objectives, developing approaches to meet customers' needs, outlining work to be accomplished, establishing milestones, and assessing progress towards meeting timelines. Serve as the consultant on projects and requests for interpretive guidance in position management and classification program areas. Provide consultation and advisory services on classification issues. Prepare, and deliver training on classification and position management topics to internal and external agency staff so they can conduct the activities independently. Minimum Qualifications: GS-11: You qualify for the GS-11 grade level if you possess one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties: 1.One full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-09 grade level or pay band. Completed a Doctorate of Philosophy (Ph.D.) or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education (54 semester units or equivalent) leading to a Ph.D. or LL.M., if related in a field that provided the knowledge, skills, and abilities necessary to perform this work. OR 3. Have a combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds.
