  Job Summary

  Under general supervision, is responsible for customer service activities involving the handling of requests and/or complaints regarding employee benefits. Maintains benefit eligibility records, processes new hire benefits, and Certificates of Coverage for self-funded programs. Processes related benefit forms for voluntary payroll deductions, 457 plans, insurance programs and TMRS for active Civilian and Uniform employees and retirees. Exercises no supervision.

  Monday - Friday, 7:45 a.m. - 4:30 p.m.

  Essential Job Functions

  Assists customers by telephone or in person with all questions regarding enrollment, benefit programs, retirement, or completion of benefit forms.

  Maintains all eligibility records for medical plan programs, including dependent validations, qualifying events, court orders and enrollments.

  Processes all TMRS requests including refunds, requests for restricted prior service credit, prior military service credit, retirement applications, estimates etc.

  Processes all voluntary payroll deduction enrollments and changes for active employees.

  Processes all tuition reimbursement requests.

  Processes Certificates of Coverage for all terminated employees and dependents.

  Assists with vendor invoice reconciliations and employee benefits ad hoc reports as needed.

  Maintains customer service metrics and provides reports weekly.

  Provides administrative support to Employees Benefits Division.

  Performs other employee benefit duties and responsibilities as assigned.

  Job Requirements

  Associate's Degree from an accredited college or university with preferable coursework in Human Resources or a related field.

  Three (3) years in data processing or human resources processes.

  Or Equivalent combination of education and experience.

  This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at times be required and proof of Liability Insurance will be required.

  Preferred Qualifications:

  Bachelor's Degree from an accredited college or university.

  One (1) year employee benefits experience.

  Three (3) years of health and welfare benefits experience.

  Bilingual in Spanish.

  Proficient in Microsoft Office Suite and SAP.

  Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  Knowledge, Skills, and Abilities

  Knowledge of City, State, and Federal policies and regulations relating to assigned area of responsibility.

  Knowledge of English usage, spelling, and punctuation.

  Knowledge of research methods.

  Knowledge of modern office practices, procedures, equipment and, depending on the individual job requirements, clerical techniques.

  Knowledge of basic bookkeeping practices and basic mathematical principles and methods.

  Skill in operating a personal computer and utilizing rudimentary software.

  Ability to operate a computer keyboard and other basic office equipment.

  Ability to communicate clearly and effectively.

  Ability to establish and maintain effective working relationships with City staff and the general public.

  Ability to compile, organize, and maintain accurate and complete records and files.
