About Human Resources Specialist

  Summary This position is located at the United States Mint in Washington, DC as part of the Staffing Programs Branch. As a Human Resources Specialist, you will be providing policy development, oversight, and consultative advice in support of Mint-wide staffing, classification, recruitment, and compensation programs. Responsibilities As a Human Resources Specialist, you will: Serve as technical advisor and provide research, analysis, and support to ensure that programs comply with legal and regulatory requirements and meet business partner needs Provide advisory services to management and employees regarding personnel policies, procedures, and directives of the Mint and develop and implement internal evaluations of programs/projects Serve as a Human Resources Specialist, researching, analyzing, recommending, developing, and writing HR policies in support of Mint staffing, classification, and compensation program requirements Conduct intensive policy/regulatory reviews and evaluations in one or more HR specializations Review and analyze new revised Treasury policies, HR management legislation and issuances to determine the impact on the Mint's operations and provide advice on the existence of, the nature, and possible ramifications of proposed policies or courses of action Requirements Conditions of Employment All employees must wear face masks while on MINT property when required by CDC and Federal guidelines. A one-year probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. May be required to wear safety clothing and/or equipment required by the position. Must be U.S. Citizen or U.S. National Qualifications You must meet the following requirements within 14 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. We must be able to verify this experience in your resume in order for you to receive credit. Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following: - Experience managing the full life cycle for employees in the Senior Executive Service (SES), this includes advising on the recruitment process and performance management program; OR - Experience performing advisory services on Federal Human Resources staffing, classification and compensation programs. This includes researching, interpreting and applying internal and external guidelines and policies and reviewing new and/or revised regulatory material such as Federal, agency, and bureau personnel and pay regulations in order to identify areas of improvement and make recommendations to management; AND - Experience drafting and implementing new or revised staffing, classification and compensation related policies, guidance or standard operating procedures. This includes measuring and tracking policy performance and effectiveness, conducting program related evaluations and studies, and communicating findings to stakeholders. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
