Knowledge of USA Staffing forthe use of posting jobs announcements, issuing certificates ofeligibility, issuing notices to employees, and advising managers on jobanalysis. Evaluates applications and resumes using Office of PersonnelManagement (OPM) and Veterans Administration (VA) qualificationstandards, verifies eligibility, and rates and rank applicants. Preparesvacancy announcements based on Position Description (PD) and/orfunctional statements (FS) and Subject Matter Expert (SME) analysis ofthe position. Consults on and ensure all pre-employment requirements aremet, such as: position management and organizational design, payadministration such as physician market pay; setting pay for Title 5,Title 38 and Hybrid T38 employees, using multiple pay scales and variousinformation sources; VetPro Credentialing; position descriptions,functional statements, scopes of practice, crediting plans, and jobanalysis. Providing oral and written reports/correspondence outliningrecommendations and results and coordinates results with local andreginal stakeholders. Provides management advisory services inconformance with established criteria to resolve conventional problemsthat arise in administering an applicant recruitment. Provides technicaladvice and assistance to the human resources staff and managementofficials in all areas of staffing and recruitment, including priorityplacement, direct hiring, special hiring authorities, etc. Knowledge ofTitle 5, Title 38 and Hybrid Title 38 appointments requirements.Researches qualifications and skills needed and ensures the job analysisis properly formulated with subject matter experts to garner highlyqualified applicants.
