  Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Wiesbaden,Germany NETCOM Europe. Responsibilities Serves as the Deputy S1 for 2d Theater Signal Brigade responsible for managing the Civilian Human Resources Office Military Strength Management Team, and Essential Personnel Services Team. Directs, manages and oversees the overall planning, direction, development, coordination, and timely execution of the overall civilian personnel (Department of the Army Civilians and Local Nationals) and human resources program. Exercises delegated managerial authority to set a series of annual, multiyear, or similar types of long-range work plans and schedules, assuring synchronization with 2d TSB/NETCOM/Army Cyber Command mission and organizational changes. Implements major program policies and courses of action which are consistent with laws and regulations governing the administration of Brigade programs. Provides staff leadership and guidance on the full spectrum brigade programs to senior leaders on high priority and controversial policy matters which have significant impact on brigade readiness or involve highly sensitive. Supervises a staff of subordinate supervisors, Civilian, Military, and Local National employees. This position is in the Supervision/Management Work Category at the Senior Level within the CES Occupational Structure. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) manage military and civilian human resources program; (2) organize work, set priorities, and determine short and long term goals for multiple human resources related tasks; (3) create written information, which might include policies, standard operating procedures, o for distribution; (4) and training staff in use of automates HR systems. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a SECRET security clearance. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Military Human Resources Career Field position. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. The initial length of this overseas tour is 36 months.
