Job Description
Under general supervision, the Human Resources (HR) Generalist II provides support and coordination for a variety of human resources business processes at Texas A&M University-Texarkana. This position is responsible for providing a positive, efficient, and compliant employment experience to A&M-Texarkana managers, employees, prospective employees, and other stakeholders.
Salary Information: Expected salary range is $45,000 to $50,000 annually.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Creates, posts, and processes actions in the HRIS System or related systems. Processes position requisitions and coordinates vacancy advertising, including additional targeted advertising with university departments, as needed.
Attends search committee meetings and provides an overview of search committee and employment procedures. Ensures search committees are compliant with University and System policies and procedures.
Identifies, screens, and coordinates candidate interviews. Assists applicants with status updates, hiring process questions/concerns, and with problems associated with their logins, application process, job posting interpretation, and document attachments.
Assists hiring managers with offers of employment and offer letters. Ensures selected candidates meet minimum qualifications for positions. Assists in ensuring appropriate compensation.
Performs credential and income verifications, background screenings, verifies documentation and conducts Visual Compliance check for new hires.
Performs hiring and onboarding activities, as well as tasks in support of benefits and payroll administration. Serves as a backup for benefits, payroll, records retention, new employee orientation and assists with the Wellness Program as needed.
Maintains knowledge of federal, state, and university rules, regulations, and standard administrative procedures that govern employment.
Maintains accurate employment and recruiting/search files and ensures compliance with applicable laws and regulations.
Performs office work that is directly related to the management or general business operations of the department. Primary duties include the exercise of discretion and independent judgment.
Trains departments regarding employment practices, procedures, and HR-related software (Workday, Single Sign On, TrainTraq, Docusign, Guardian, etc.) Assists supervisors and employees, including student workers, with HR-related inquiries, including inquiries regarding Workday, other SSO applications and SSO credential management.
Processes purchase transactions, invoices and expense reports using Canopy and Concur.
Prepares immigration forms and documents. Works with faculty and staff who are foreign nationals and require work authorization documents and visa processing. Collaborates with TAMU-College Station staff to process work related visas for foreign nationals and facilitates the submittal of appropriate forms to USCIS for sponsorship, as applicable.
Compiles compensation and employment data, conducts and analyzes salary surveys. Assists in employee relations activities such as policy interpretation, guidance and problem solving.
Represents the University by serving on internal and system wide committees.
Revises and maintains employment website and develops educational materials related to hiring and onboarding to increase and maintain compliance. May present training workshops to staff on various employment topics such as interviewing and hiring processes.
Prepares, reviews, and analyzes human resources and/or payroll documents, including search authorization and reclassification forms, for approval. Audits human resources and/or payroll documents as necessary.

KNOWLEDGE, SKILLS & ABILITIES:
Minimum Qualifications
Bachelor’s degree or equivalent combination of education and experience.
One year of related experience.
Ability to multitask and work cooperatively with others.
Excellent written communication, analytical, interpersonal, customer service, and organizational skills.
Ability to work with a wide range of personalities.
Knowledge of word processing and spreadsheet applications.
Knowledge of HR concepts, principles, and practices.
Knowledge of Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA) and Americans with Disabilities Act (ADA).
Preferred Qualifications
Three (3) years Human Resources or related experience
Experience using Workday, Concur, and/or DocuSign
Texas state agency and/or higher education experience
PHR or SHRM certification
Experience with automated Human Resources, Applicant Tracking, Performance Management and/or Payroll systems.
Other Requirements
Ability to maintain confidentiality
Experience with Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook
The individual in this position is required to handle Protected Health Information (PHI) as defined by HIPAA regulations and is further required to complete HIPAA training as a condition of employment, within a reasonable time frame after the individual's employment, and on an as-needed basis thereafter.
Occasional travel and work beyond regular office hours
