About the Role/Position:
The Manager, HR Compliance is responsible for the day-to-day execution of all compliance tasks related to the employee lifecycle; including but not limited to employment law (AAP, EEO, FCC, signage and documentation), training, proactive audits of compliance activities across Human Resources, and special compliance projects. This role also ensures enterprise-wide policies and processes related to employee compliance are outlined, updated and reviewed regularly. The role reports to the VP, Employment Relations & Compliance.
Location: New York City Office (Hybrid)
Primary Responsibilities/Accountabilities
• Consolidate, review, maintain and track all HR related compliance processes and documentation
• Develop and report KPI's to measure and monitor HR compliance areas.
• Manage all internal HR-related compliance audits, including annual R&C ISAE audit, AOF overtime eligibility under the FLSA and similar state and local laws
• Coordinate the annual development and monitoring of the Affirmative Action Plan for US locations and coordinate OFCCP compliance
• Serve as the Affirmative Action Plan Administrator
• Responsible for the preparation and submission of annual EEO-1, VETS 4212 and other government compliance filings as needed & EEO code audits
• Main point of contact on all audits and data requests from the Office of Federal Contract Compliance Programs (OFCCP).
• Assist in the delivery of training to HR employees regarding equal employment, affirmative action, policy, and legislative changes.
• Provide support to the various HR Centers of Excellence to ensure compliance with local, state, and federal regulations.
• Coordinate with Legal to ensure all HR policies and practices are in compliance with federal and state regulations.
• Ensure that company systems are configured and designed to comply with equal employment opportunity and affirmative action laws and regulations and are also aligned with HR policies.
• Manage projects and/or contribute technical expertise to project teams on a periodic basis including annual E&Y severance plan & retirement audits
• Oversee processes for I-9's, eVerify, Unemployment Claims (verifications and appeals), Employment Verifications
• Coordinate with outside vendor to ensure compliance with all government-required notices and posting
• Assist with HR-related responses to vendor and customer questionnaires or surveys

Additional Skills & Qualifications:
• Minimum five (5) years of HR/Legal policy, procedure and/or compliance or audit work.
• Bachelor's Degree in Human Resources, Legal, Business or related discipline, or equivalent work experience.
• Understanding of employment laws, regulations, and executive orders enforced by the OFCCP, EEOC, and other agencies
• Experience with federal contractor and/or unionized workforces preferred
• Demonstrated experience in building out an HR compliance function
• Demonstrated experience and/or understanding of full employee lifecycle (recruiting - termination)
• Strong project management, analytical, and complex problem-solving skills
• Excellent interpersonal skills; able to build strong business relationships with internal customers, external agencies, and vendors
• Ability to multitask in a fast paced environment
• Excellent written and verbal communication skills
• Experience in Google Suite and Workday desired
