The Department of Military and Veterans' Affairs (DMVA) is seeking a Human Resource Analyst 3 to serve as a labor relations analyst to specific field sites. The incumbent is responsible for coordinating and overseeing labor relation issues, initiating, reviewing, and finalizing investigations, working with unions on handling grievances, working with field sites on training and maintaining employee relations and morale.   DESCRIPTION OF WORKAs a Human Resource Analyst 3, you serve as a labor relations analyst for specific field sites for the DMVA.

  Duties include negotiating collecting bargaining units associated with the DMVA, collaborating with the DMVA Safety Coordinator and Training Officer to ensure safety policies and procedures are followed, and investigating allegations of employee misconduct. You also gather information and create a report of findings to assist in determining an appropriate level of discipline, compile and analyze sick leave usage to help establish an appropriate level of discipline, investigate employee arrests and criminal reports to determine if action is necessary regarding the Governor's Code of Conduct, and review grievance information to determine if the union has presented a logical alternative in a timely manner. In addition, you provide supervisors with training and development regarding labor relations issues and assist supervisors in employee performance management by offering assistance with developing employee performance strategies and providing feedback on Employee Performance Reviews.

  Work Schedule and Additional Information:

  Full-time employment, 37.5-hour work weekWork hours are 8:00 AM to 4:00 PM, Monday to Friday, with 30-minute lunch.Telework: You will have the opportunity to work from home (telework), part-time up to 5 days out of 10 days.  In order to telework, you must have a securely configured high-speed internet connection.  If you are unable to telework, you will have the option to report every day to the headquarters office at Fort Indiantown Gap.Salary:In some cases, the starting salary may be non-negotiable.You will receive further communication regarding this position via email.   One year as a Human Resource Analyst 2 in the area of the parenthetical;orOne year as a Field Human Resource Officer 1, and one year of professional experience in the area of the parenthetical; orTwo years of experience in the performance of professional human resource work, including one year of professional experience in the area of the parenthetical; and a bachelor's degree; orAn equivalent combination of experience and training.Other Requirements:
