  The Executive Office of Energy and Environmental Affairs seeks to protect, preserve, and enhance the Commonwealth's environmental resources while ensuring and promoting a clean energy future for the state's residents. Through the stewardship of open space, protection of environmental resources, and advancement of climate resilience and end environmental justice. the Executive Office of Energy and Environmental Affairs works tirelessly to make Massachusetts a wonderful place to live, work, and raise a family.

  Who We Serve:

  Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers, farmers, work with cities, towns and organizations, and environmental justice populations to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.

  EOEEA Human Resources (HR) Shared Services provides support and administers human resources programs and services to current and prospective EOEEA employees and agency business partners for the Secretariat including Massachusetts Environmental Police, and its six agencies and their divisions including: Department of Agricultural Resources and the State Reclamation Board - Mosquito Control Projects; Department of Conservation and Recreation; Department of Environmental Protection; Department of Fish and Game; Department of Public Utilities, and the Department of Energy Resources.

  This is an exciting time to join the Executive Office of Energy and Environmental Affairs (EOEEA) Human Resources Shared Service Team as we work to strengthen the Human Resources function throughout the Secretariat and its agencies. EOEEA is a mission-driven state environmental organization that is experiencing strong, sustained growth, placing increased demand on its Human Resources services.

  Position Overview:

  The HR Project Manager will report directly to the Deputy HR Officer for Special Projects and will be responsible for overseeing the successful planning, execution, and completion of various HR projects and initiatives within the organization. The individual will play a pivotal role in driving cross-functional collaboration, ensuring project alignment with the organization's strategic goals, and delivering high-quality results in a dynamic and fast-paced environment.

  Key Responsibilities:

  Project Planning and Execution:

  Initiate, drive, and oversee the development of comprehensive project plans, defining clear objectives, timelines, and deliverables.

  Manage and monitor project progress using efficient tracking tools and methodologies to ensure timely and effective execution.

  Conduct regular project meetings, provide updates to senior leadership, and maintain transparent communication on project status, risks, and challenges.

  Ensure compliance with relevant HR regulations, standards, and best practices throughout the project lifecycle.

  Communication and Stakeholder Management:

  Develop and implement robust communication plans to facilitate smooth project rollouts and maintain consistent engagement with all stakeholders.

  Collaborate with the HR team and other departments to ensure effective change management strategies and training activities are in place.

  Proactively identify potential risks and issues, propose mitigation plans, and communicate their impacts to the relevant stakeholders.

  Team Leadership and Collaboration:

  Lead and direct cross-functional teams, fostering a collaborative and empowering work environment to maximize team productivity and project success.

  Identify and onboard subject matter experts, ensuring the team possesses the necessary skills and knowledge to accomplish project objectives.

  Support team members in overcoming challenges, staying focused on priorities, and meeting project milestones.

  Collaborate with various departments and stakeholders to align project objectives with the broader mission and vision of the HR Shared Services within the organization.

  Strategic Insight and Development:

  Contribute to the development of the HR department's mission, vision, and strategic plan in coordination with the Deputy HR Officer for Special Projects.

  Proactively identify opportunities for improvement and propose new initiatives to enhance HR services and contribute to the organization's overall goals.

  Act as a liaison between the HR department and other business divisions to ensure that HR initiatives are aligned with the organization's broader strategic objectives.

  Preferred Qualifications:

  Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree preferred.

  Project Management Professional (PMP) certification or equivalent preferred.

  Proven experience in managing complex HR projects within a fast-paced, agile environment.

  Strong leadership and communication skills with the ability to collaborate effectively with diverse teams and stakeholders.

  In-depth knowledge of HR policies, regulations, and best practices.

  Proficiency in project management tools and methodologies.

  Excellent problem-solving and decision-making abilities.

  The HR Project Manager will play a critical role in ensuring the successful implementation of key HR projects and initiatives, contributing to the overall effectiveness and efficiency of the HR department within the organization.

  Familiarity with HRIS (Human Resources Information System) and other HR technologies.

  Experience with Agile or other project management methodologies.

  Qualifications

  MINIMUM ENTRANCE REQUIREMENTS:

  Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

  II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

  III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

  IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

  V. A Doctorate degree in a related field may be substituted for the required experience.
