SUMMARY
The Housing Quality Standard (HQS) Inspections Manager is responsible for the management of all inspection related procedures within the department of SMOC Rental Assistance. It includes the supervision duties of the SMOC Rental Assistance Inspections staff and management of all inspection processes. The HQS Inspections Manager is responsible for the implementation of all related procedures and regulations in accordance with the Department of Housing and Urban Development (HUD) and Executive Office of Housing and Livable Communities (EOHLC) guidance. The Manager is expected to provide ongoing training for Inspection staff and maintain a caseload of regular and new unit inspections while performing administrative duties as assigned.

PRIMARY RESPONSIBILITIES
Daily management of all SMOC Rental Assistance inspection procedures and processes.
Daily management and supervision of the Rental Assistance Inspection Staff. Monitor various types of inspections conducted by the HQS Inspections team including re-inspections, new unit inspections, and audit inspections.
Complete thorough HUD HQS / DHCD inspections of new units, existing units and reinspection of those units as required for all SMOC employees, special situations, and as needed to fill in for inspection staff.
Assist the Director of Federal Program Operations - Rental Assistance in development and implementation of new programmatic practices and forms for streamlining, processing, and uniformity.
Manage the duties of the Inspections Coordinator and enter all Inspection data as necessary into the MRI Tenmast Software System module and monitor information as needed.
Provide ongoing thorough communication with property owners/landlords and property management groups to develop and maintain strong partnership relations.
Manage and maintain a process to ensure that all property owners/landlords comply with Inspection related rules and regulations.
Assign duties to inspection staff on a regular basis to ensure satisfactory compliance and accurate scheduling practices.
Manage and maintain a strong relationship with SMOC Rental Assistance Program Representatives to ensure quality communication related to required annual and biennial HQS inspections for voucher holders.
Verify unit compliance based on health and safety requirements.
Conduct trainings for new staff and ongoing trainings for existing staff in relation to Housing Quality Standards regulations.
Maintain all necessary compliance rules related to Lead Paint Letters of Compliance by evaluating all LOC documents to verify their authenticity.
Participate in the screening and selection process for new hires of inspection staff.
Engage all clients by understanding and addressing their needs whether within or outside the scope of work.
Attend & participate in engagement team meetings as requested and communicate effectively with clients and staff in other areas.
Ensure compliance with program/department, agency and/or funder requirements, as well as SMOC policies & procedures.
Other duties as assigned.
KNOWLEDGE AND SKILL REQUIREMENTS
Education: College Degree preferred.
Minimum years of related experience: 1-2 years preferred.
Knowledge of Excel, Windows, Word and PC’s, ability to work well in a very high volume and productivity environment, ability to handle potentially stressful situations and sensitivity to the needs of economically disadvantaged clientele.
Valid Mass. Driver’s License and insurance
Nan McKay HQS Certification required.
Future HQS Certifications as required.
ORGANIZATIONAL RELATIONSHIP
Directly reports to Director of Federal Program Operations - Rental Assistance
Indirectly reports to EFA Division Director
Direct reports of this position are HQS Inspectors, Lead HQS Inspector, and Inspections Coordinator.
PHYSICAL REQUIREMENTS
Physical effort required to do the job: Mobility to use office machines, sitting, standing, ability to lift archive boxes filled with files.WORKING CONDITIONS
This job requires working in many different conditions and places. There can be a significant amount of time required to be on the road and inspecting units. Therefore, conditions range from an office environment to an outdoor environment that can be dirty, wet, hot, cold, difficult, and risky. As part of the responsibilities of this position, the HQS Inspections Supervisor will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services.
