WHO WE ARE
The Fairfax County Redevelopment and Housing Authority (FCRHA) is an award-winning provider of affordable housing recognized regionally and nationally for its achievements. The FCRHA, a US Department of Housing and Urban Development-designated “Moving to Work” agency, was established in 1966 as a separate political body from the Fairfax County Government an possesses specific powers granted by state law to act as the County’s local housing finance agency.
In 1973, the Fairfax County Board of Supervisors established the Department of Housing and Community Development (HCD). HCD serves as staff to the FCRHA as well as the Board of Supervisors. Under this unique, synergistic arrangement, HCD manages a wide variety of housing programs and services, including all real estate finance, development, and preservation activities of the FCRHA – including an expanding portfolio of public/private partnership projects.
THE MISSION
The mission of HCD is to create and preserve affordable housing and caring, livable communities; serve the diverse needs of Fairfax County’s residents through innovative programs, partnerships, and effective stewardship; and foster a respectful supportive workplace. Fairfax County’s strategic focus is on providing affordable housing for those with the greatest need, including individuals and families experiencing homelessness, persons with disabilities, and people with extremely low incomes.
Fairfax County adopted a goal of no net loss of affordable housing in the county and affirmed that manufactured housing communities, formerly referred to as “mobile homes," are an important source of affordable housing. Eight communities remain in the county, with approximately 1,750 manufactured homes at varying ages and conditions. Residents within this community have a unique homeownership model where they may own, pay loans, and be responsible for the maintenance of their home; but also pay rent for the underlying land and other fees to a landlord or property owner, leaving them vulnerable to market changes, financial hardships, and home deterioration. Manufactured home repair and maintenance is also governed by federal code, rather than local building codes, adding to complexities of ownership.
Recognizing that these communities require special considerations given their unique challenges and opportunities, the county Board of Supervisors established the Manufactured Housing Preservation Task Force. The task force delivered recommendations on tools and strategies to understand and address the needs facing the community owners and families who live there, community outreach and engagement, code compliance and community quality, land use, and legislation. The Affordable Housing Development Division within HCD in partnership with other county agencies will carry out these recommendations and the vision of the task force.
THE OPPORTUNITY
HCD seeks an individual with strong program leadership, organizational, and analytical abilities, exceptional communication skills, creativity, and sound work ethic to spearhead the highly visible implementation of the Manufactured Housing Preservation Task Force recommendations and other associated tasks. The work will advance the affordability and sustainability of manufactured housing communities and other market affordable housing in Fairfax County. The position will require authentic, intentional, and effective community engagement with diverse residents, property owners, housing advocates, and other stakeholders, including elected and appointed officials. Critical to the success will be to understand different community needs and lived experiences; facilitate communication, navigating multiple languages, methods, and situations; address community concerns through collaboration and partnerships; and expand understanding of community and county resources and community benefits. These efforts must be based in the county’s Framework for Inclusive Community Engagement and One Fairfax policy to meaningfully empower and create access and participation points for residents to the policies and decisions that affect them – regardless of such characteristics as age, race, color, sex, sexual orientation, gender identity, religion, or where they live.
Identifies and implements creative pathways to traditional homeownership, maintenance, and improvements, including financial support for residents of these communities, and code compliance. An immediate effort will entail developing and overseeing a pilot manufactured housing/single-family home improvement grant program to address critical maintenance issues and working to improve management practices to minimize displacement and reduce fear or retaliatory actions. Furthermore, works to strengthen protections in the legal framework through new and improved policies and regulations at the local and state level that serve current tenants and manufactured housing residents. This includes proposing new and updating existing policies and regulations within the county's Comprehensive Plan and Zoning Ordinance and contributing to the Board of Supervisors’ Legislative Program. Also assists in the update to the Fairfax County Relocation Guidelines and related policies.
These tasks will involve well-formed leadership and project management skills, often balancing multiple tasks simultaneously. Serves as the county’s point person for the residents of the communities to the county, acting as a liaison to policymakers in the county, and facilitating dialogue among residents and property owners. Oversees significant inter-agency activities and coordination, engages with diverse stakeholders and elected and appointed officials to communicate information and improve collaboration and decision making about these communities. Organizes, facilitates, and participates in staff meetings to improve inter- and intra-agency coordination of activities and projects. Also meets with and presents to Fairfax County Board of Supervisors and the Redevelopment and Housing Authority members to facilitate information sharing about manufactured housing successes, issues, and resolutions.
Key Responsibilities:
Develops, implements, and monitors action plan for the Manufactured Housing Preservation Task Force recommendations with strategies and tools for completion, timelines, responsible parties, and means to measure outcomes.
Researches best practices on manufactured housing and develops policies and programs in support of maintaining affordability;
Develops a inclusive, equitable, and authentic community engagement strategy for manufactured housing communities and coordinates related activities, including but not limited to community meetings, site visits, and community surveys;
Convenes and manages the Manufactured Housing Roundtable to help with ongoing information sharing and opportunities for residents and to plan community engagement activities;
Preparing information sessions on homeownership and the purchasing and selling of manufactured homes, including considerations by lenders, insurance firms, and taxing authorities.
Establishes and maintains a manufactured housing website to provide current information and resources for residents and owners of manufactured housing, with support from technical staff;
Identifies opportunities to strengthen existing and develop new policies and regulations, such as Comprehensive Plan, Zoning Ordinance, and the Board of Supervisors’ Legislative Program.
Assists in updates to the Fairfax County Relocation Guidelines and related policies.
Assists in the oversight of support programs, such as the Pilot Manufactured Home Improvement Grant program;
Evaluates the affordability of communities and identifies mitigation opportunities in the event of a redevelopment proposal, as part of potential comprehensive plan amendments and rezoning applications;
Facilitates, participates in, and monitors the progress of manufactured housing-related efforts, such as expanded notification practices and availability of compliance information and other resources- Organizes and participates in staff teams, with such agencies as the Department of Neighborhood and Community Services, the County Attorney's Office, Department of Planning and Development, and the Department of Code Compliance, to improve inter- and intra-agency communication and coordination of activities and projects related to manufactured housing and affordable housing;
Develop and maintain a manufactured housing database and maps and supports other housing-related databases;
Assembles, analyzes, develops reports, and makes presentation on community needs and other data;
Prepares items, attends, and presents at public meetings and hearings such as the Planning Commission, Fairfax County Redevelopment and Housing Authority (FCRHA), and Board of Supervisors;
Prepares FCRHA and Board of Supervisor items and makes presentations as required;
Performs outreach within the County and other jurisdictions with respect to manufactured housing; and,
Develops and maintains Standard Operating Procedures.

Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in a related field of study such as planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate, social work, public policy or other related field; Plus four years of experience related to an assigned program area.
CERTIFICATES AND LICENSES REQUIRED:
Driver's license
PREFERRED QUALIFICATIONS:
Master's degree in public or business administration, real estate, urban/regional planning, community engagement, or related field;
Knowledge of the issues relating to manufactured housing (mobile home) residents, tenants, property owners, and/or other manufactured housing stakeholders;
Four years of affordable housing experience in local government and/or experience in community organizing, housing preservation, or land use planning;
Knowledge of local, state and federal regulations pertaining to manufactured housing;
Strong preference for bilingual proficiency (English/Spanish).
Experience presenting at public meetings and/or to commissions and/or board regarding affordable housing and/or land use planning;
Experience with manufactured housing development and/or property management;
Property management compliance oversight;
Experience working with county Boards, civic associations, and/or homeowner associations
Ability to work in a fast-paced, collaborative team environment; and
Exceptional customer service skills.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, and a driving record check to the satisfaction of the employer.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. Ability to drive a motor vehicle and maintain a valid driver s license.
