Summary About the Position: This position is located within the Office of the Program Manager Saudi Arabian National Guard on Al Nakhla Compound (AN-C) in downtown, Riyadh, Saudi Arabia. AN-C is a high end resort with both living, working and recreational areas. There are activities including, gyms, swimming, pools and a tennis court, plus grocery, food and several retail service facilities. The weather can be hot and dry with extreme heat in the summer months and mild winters with little rain. Responsibilities Develops, implements, and reviews all OPM-SANG's housing policies, procedures, and applications. Formulates tenant directives and instructions within the framework of housing requirements concerning assignments, terminations, inspections, maintenance, cleanliness, and all other housing activities. Coordinates the operation, maintenance, and utilization of family, unaccompanied, and temporary housing assets to ensure timely maintenance, alteration, minor construction, painting repairs, and inspections. Assists the G4 Housing and Facilities Branch Chief with reviewing, implementing, and accurately managing current expenditures, Blanket Purchase Agreements (BPA) and contracts for housing operations, services, supplies and maintenance activities. Interprets contract provisions for contractor performance evaluation, determines methods to be used by monitors to obtain information. Prepares standard forms and formats to be used in reporting contractor performance in areas that pertain to housing management. Directly supervises subordinate staff of 3-4 consisting of specialists and technicians who execute the above-described program work as assigned. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
