  Summary You will serve as a Highway Safety Specialist and report to the Chief, Impaired Driving Division, Office of Impaired Driving and Occupant Protection, Research and Program Development (NPD). The Office has national responsibility for developing and improving traffic safety programs aimed at reducing alcohol and other drug-related highway crashes, deaths, and injuries. Responsibilities As a Highway Safety Specialist, you will: With guidance from the Chief of the Impaired Driving Division, develop and manage projects and activities and provide technical assistance to NHTSA regional offices, States, communities and national organizations in all facets of a comprehensive program focused on impaired driving, which includes prevention, intervention, enforcement, prosecution, probation and assessment and treatment strategies. Under the direction of the Chief, participate in conferences and meetings of Federal, State and local government agencies and national organizations (e.g., advocacy, law enforcement, injury prevention, public health, criminal justice and others), make presentations on NHTSA impaired driving programs, policies and strategies, and solicit input to inform development of future NHTSA program strategies and policies. Participate in program planning and budget activities, in cooperation with other NHTSA Offices, Divisions, and Regions, developing short and long range plans to increase traffic safety impaired driving programs through a variety of strategies and demonstration programs. Serve as a Contracting Officer’s Representative (COR) for agency procurements with outside organizations and contractors designed to promote agency priorities and demonstrate program strategies in impaired driving. With guidance from the Division Chief serves as the responsible Federal official for developing, managing, monitoring, and evaluating contractor efforts and contract results. Work effectively with technical and complex issues, analyze data to identify problems, trends, and countermeasures while under pressure and tight time frames. The ideal candidate for this position possesses a broad-based general knowledge of public health, highway safety or injury prevention; particularly relating to alcohol and other drug use. The individual must be capable of managing procurements, analyzing data and evaluating technical information and reports related to motor vehicle crashes and using that information to propose and support impaired driving prevention programs. To be successful at assisting the agency in its goal of eliminating motor vehicle crashes and fatalities, the ideal candidate must be a self-starter, work with minimal supervision, possess strong interpersonal skills, and be able to communicate effectively orally and in writing. Requirements Conditions of Employment You must be a U.S.Citizen and eligible for consideration. You must meet specialized experience to qualify. A government contractor-issued travel card will be issued and must be retained for official business only. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). FINANCIAL DISCLOSURE FORM (GS-13 position): Position requires completion of OGE-450, Financial Disclosure Form. REMOTE WORK: This position is eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience working with a supervisor or senior employee developing, promoting, and marketing public health, injury prevention or traffic safety programs, providing technical guidance and support, or coordinating program activities involving national, State, municipal, or county organizations. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with public health, traffic safety or injury control programs, particularly impaired driving issues, related to prevention, intervention, enforcement, prosecution, probation, policy, assessment, treatment and/or rehabilitation strategies. You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include: Experience in successfully developing, managing, and implementing projects and policies addressing public health, traffic safety or injury control programs, particularly, experience with alcohol and other drug use. You cannot qualify on education at the GS-13 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrated knowledge of program development, implementation and evaluation as they relate to Federal, State or local programs. Demonstrated verbal, written and negotiating skills in dealing with officials at the national, State, and local levels and officials in other public and private industry and special interest groups. Demonstrated ability to work effectively with technical and complex issues, analyze data and information and effectively identify problems, trends and countermeasures. Demonstrated experience working on a team. Demonstrated ability to work under pressure and to respond to tight time frames. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
