Summary This National Guard position is for a HEALTH SYSTEMS SPECIALIST (Title 5), Position Description Number T5157000 and is part of the UT G1,Utah Army National Guard. The selecting supervisor is LTC Chalmers. Priority will be given to all current, onboard employees of the UTNG. Responsibilities The purpose of the position is to administer the state medical health program on a day-to-day basis. MAJOR DUTIES: This is NOT an all-inclusive list. Responsible for oversight, administration, and implementation of policies pertaining to state medical affairs, and exercise of programs. Coordinates with the National Guard Bureau (NGB), the Military Medical Support Office (MMSO), Tri-Care, U.S. Total Army Personnel Command (PERSCOM), Regional Medical Command, the Military Treatment Facilities, and the Medical Evaluation Board (MEB), and Physical Evaluation Board (PEB) Liaison Offices located within the state. Serves as the principle advisor to the Chief of the MILPO, as well as to general officer commanders, and personnel on eligibility for health care, sources of health care, medical aspects of physical readiness training and testing, Active Duty Medical Extensions, and LOD investigations. Collects, analyzes and provides statistical reports to the MILPO Chief and the Commanders of the Major Army Commands (MACOMs) within the state regarding the health services programs. Manages the funds associated with the health services account and provides an accounting for expenditures as required. Observes privacy requirements on the release of medical information concerning individual military members. Coordinates, assembles, monitors and ensures the proper conduct of the Incapacitation Pay Review Board and the MOS Military Review Board. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Performs other duties as assigned. SPECIALIZED EXPERIENCE GS-09: Do you have 1 year of experience at a GS-0671-07 grade or 24 months of public experience in the Medical Health arena, medical regulations, policies and procedures, Tri-Care and options for medical assistance outside of the agency. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. or Education - See below Education Substitution for specialized experience GS09 - 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related PH.D. or equivalent doctoral degree. Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
