Summary This position is in the Training Program Analyst and is organizationally aligned and supervised by the Deputy Chief Officer (DCO) for RCS, who reports to the Chief Officer. This position supports the Office of Policy and Oversight responsibilities for establishing, maintaining, and evaluating the quality of training programs and the quality of care delivered by a wide variety of internal/external groups and organizations. Responsibilities The position has the primary responsibilities for the planning, developing, implementing, directing, evaluating, and coordinating the overall training and educational programs for the Vet Center Program. Major duties include, but are not limited to: Program Management and Operations: Oversees all functions related to the administration of Employee Incentive Scholarship Program (EISP), RCS Scholarship Program, Health Professions Trainees (HPT) in accordance with VHA directives, handbooks, policies, memos, and notices for multiple health professions. Supervises special projects and project management planning to include program analysis and evaluation. This pertains to the research, investigation and completion of comprehensive studies relating to the efficiency of RCS training and education program operations Develops administrative and strategic operational initiatives to accomplish RCS requirements, identify problems, analyze data, and recommend solutions based on specific knowledge of the organization's objectives and/or priorities. Compliance: Provides oversight, direction, guidance, and technical expertise to ensure compliance programs are in place for RCS training and education programs. Assesses clinical learning environments using Trainee Satisfaction Survey or other instruments; advocates for and facilitates change based on feedback Ensures programs and processes are in place to mitigate risks and meet reporting requirements for Educational Activity Records, HPT supervision, needs and excess reporting and conflicts of interest for clinical staff involved with these activities. Strategic Planning and Communications: Uses strategic planning and change management principles to prepare RCS training and education program operations for technological advancements, proposed complex regulatory and accreditation requirements, and continuous changes throughout RCS. Creates and maintains a functional communication system and promotes an understanding between employees regarding training and education mission and programs. Develops written content for distribution to staff to ensure compliance with RCS's policies and procedures. Utilizes strong interpersonal and communication skills to interact with diverse groups and individuals clearly and effectively, secure and/or provide information to clarify situations, resolve problems and negotiate services and/or agreements and) with other departments or external agencies. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements (IOR): In order to meet the basic requirement of the Health System Administration, 0671 Occupational series, you must possess one of the following: Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. AND, GS-13 Specialized Experience: In addition to meeting the IOR, you must have one (1) year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Overseeing special projects and project management planning to include program analysis and evaluation pertaining to the research, investigation and completion of comprehensive studies relating to the efficiency of training and education program operations; formulation of project methodology, and identification of the operational and analytical techniques for the accomplishment of the project objective. (2) Development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives; (3) Providing technical consultation and editorial review of initiative related training and education proposals, white papers, issue briefs, manuals and other materials that will be distributed to internal and external stakeholders. (4) Developing administrative and strategic operational initiatives to accomplish requirements, identify problems, analyze data, and recommend solutions based on specific knowledge of the organization's objectives and/or priorities. (5) Compiling data from multiple sources, including dashboards, surveys, district leadership, and staff feedback, to evaluate programs and processes, development of new initiatives.
