Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 1, Grade 23. OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 1, Grade 23, under Section 52.6 or 70.1 of the Civil Service Law. Preferred Qualifications: At least 1 year of experience in the field of maternal/infant/child health home visiting (direct service and/or supervision of direct service staff). Experience working with a diverse group of professionals, including clinicians, community-based organizations, and community members. An advanced degree (Masters/Doctoral) in public health, public administration, or similar fields of study. Experience managing programmatic elements of state/local government and/or HRI contracts; and (5) Excellent organizational, time/task management, written communication, and verbal communication skills.
Duties Description The Bureau of Perinatal, Reproductive and Sexual Health (BPRASH) in the Division of Family Health is recruiting two (2) Health Program Administrator 1 (HPA 1) positions. These positions will provide programmatic oversight and support to community-based organizations, hospitals, local health departments, and other groups who provide maternal and infant health home visiting programs. Responsibilities include: review of workplans, budgets, and data/narrative reports; providing technical assistance; periodic monitoring and risk assessments. These positions will also assist with writing grant applications, procurements, and reports; preparing budgets; providing assistance to funded agencies; leading, facilitating, and participating in stakeholder and inter/intra-agency workgroups; and providing oversight to program management staff activities. This position includes supervision of professional, support, and/or internship positions. Additional responsibilities related to the Division of Family Health's efforts to reduce maternal and infant mortality, and racial disparities of such may be assigned. Travel to regional, state, and national meetings and program sites, including overnights and areas not served by public transportation, is required.
