Our work depends on Health Policy Training Manager joining our team to oversee the design, development, implementation, and evaluation of high-priority training projects related to the Patient Protection and Affordable Care Act (PPACA) and other health care legislation. You will provide leadership throughout the development and implementation of CMS assister training, including but not limited to publications, job aids, webinars, fact sheets, and assister continuing education programs, ensuring that all training deliverables meet CMS Section 508 compliance standards, confirming access for individuals with disabilities. You will oversee a portfolio of technical assistance support artifacts, together with another training manager who oversees the development of CMS assister web-based training and microlearning products, and serve as a liaison between GDIT instructional designers and CMS. You will review the status of projects, manage schedules, and finalize deliverables as requested by the client, assessing cost, schedule, and scope issues and developing resolutions to meet productivity, quality, and client-satisfaction goals and objectives. You will develop mechanisms for monitoring project progress and for intervention and problem solving with the Marketplace Assister Technical Support (MATS) Program Manager, Deputy Program Manager, clients, and stakeholders.
The MATS program provides in-person assisters with technical support services that enhance assisters’ knowledge and skills so they can facilitate enrollment in insurance coverage, Medicaid, and the Children’s Health Insurance Program (CHIP) through the PPACA. These support services include, but are not limited to: the development and provision of assister certification and supplemental trainings, in-person assister help desk support, the development and provision of assister continuing education programs, the maintenance of assister email inbox operations, certified application counselor (CAC) application processing, the development and implementation of an inquiry response and tracking system, and the provision of technical support to the in-person assister community.
Note that the candidate selected for this role will not s tart date will be late February. Candidates must be available to work Monday through Friday, 9AM to 5PM Eastern Standard Time (EST) unless otherwise arranged with their manager.
How a Health Policy Training Manager will Make an Impact:
Manage a training team that develops assister training and supplemental materials.
Coordinate cross-functional teams to further the development and delivery of projects to clients.
Draft written summaries, white papers, and PowerPoints when appropriate.
Use content expertise, solid proofreading, and layout skills to review client deliverables, including reports, manuals, briefs, proposals, procedures, and related materials.
Complete other duties as assigned.
What You’ll Need to Succeed
Required Education and Experince:
Bachelor’s Degree and 5+ years of relevant experience
Strong health policy background, preferably with experience developing and clearing written materials with a legal team
Advanced research skills, preferably with knowledge of health care policy issues related to implementation of the PPACA, HealthCare.gov, and Federally-facilitated Marketplace operations
Demonstrated experience delivering presentations and/or in public speaking
Experince developing and implementing adult training education programs
Experience managing a team, including mentoring and leading jr/mid-level team members
Experience producing and editing Section 508-compliant products
Experience tracking schedules/project milestones and troubleshooting delays with stakeholders, with the ability to set priorities and complete work when under time constraints
Strong proficiency using Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), Adobe Acrobat DC Pro and SnagIt
Candidate must be able to obtain Public Trust clearance
Candidate must have lived in the United States at least three (3) out of the last five (5) years
