  Summary This position is being filled under DoD Direct Hire Auth 5 U.S.C. § 9905, 6/23/2023. This position is part of the Defense Threat Reduction Agency. Responsibilities This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023. As a HEALTH PHYSICIST at the GS-1306-13/14 some of your typical work assignments may include: Manage and amend as necessary, DTRA's Nuclear Regulatory Commission (NRC) license(s) to ensure compliance with all applicable regulations regarding the use of radioactive materials and radiation-producing equipment in support of DTRA's worldwide radiological program. Support the DTRA Radiation Safety Officer in the oversight and management of DTRA's global Radiation Safety Program. Propose and champion Agency-wide radiation safety policy regarding all DTRA activities, operations and personnel while ensuring compliance with all applicable regulations and limitations of DTRA's (NRC) License. Interpret, modify, and extend, as necessary, existing standards, regulations, and policies to safely and effectively accomplish DTRA missions. Develop and implement health physics and radiological control policies to assure safe and healthy work environments and practices at all DTRA locations worldwide. Devise and recommend new methods, programs, and policies to bring deficient areas into compliance with applicable health physics and radiation safety legislation. Review and evaluate all DTRA requests for NRC licensing of radioactive source and by-product materials. Perform, review, and evaluate, request for authorizations for the use of radioactive materials exempt from NRC control. Administer and assure compliance with the provisions of all NRC licenses and radioactive material authorizations held by DTRA. Investigate accidents involving ionizing radiation, and occurrences involving potential radiation overexposure of DTRA personnel. Conduct workplace inspections, audits and evaluations on a routine and non-routine basis in accordance with regulatory guidance, and recommends and implements corrective actions as required. Interpret radiological exposures for DTRA personnel. Maintain and automate the retrieval of occupational radiation exposure records for DTRA employees. Interpret and monitor bioassays for worldwide DTRA operations. Perform and review radiation shielding and dosimetry calculations as needed. Oversee the transportation of DTRA radioactive materials. Provide guidance on DTRA operations where existing guidelines are inadequate or do not exist. Evaluate and recommend the approval or disapproval of plans, specifications, and requests for deviations for facilities, equipment, and operations involving hazardous sources of ionizing radiation. Develop new or improved techniques to assure implementation of the "as low as reasonably achievable" concept, which often involves departure from established practices. Establish safe methods and procedures for handling, storing, disposing, and decontaminating radioactive material. Requirements Conditions of Employment Qualifications In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1306, series as listed below: A. Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. OR B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A. AND You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Experience as a Radiation Safety Officer for Nuclear Regulatory Commission Agreement State licensed radioactive material programs that also have a variety of machine sources of ionizing radiation sources. Experience in the development and administration of all aspects of a comprehensive radiation safety program including radiation safety training, dosimetry, radioactive material handling, use, and storage, conduct of radiation and contamination compliance surveys, inventory controls, operating and emergency procedures, and all other aspects of program administration to assure safe and healthy work environments. Program experience will include administration of a quality assurance program for shipping special nuclear materials in accordance with 10 CFR 71. Experience developing new methods, programs, and policies to bring deficient areas into compliance with applicable health physics and radiation safety regulations. Experience with policy development for the organization's radiation safety program and provides technical assistance/feedback to others outside of the organization. Experience providing technical direction, sets overall radiation safety program goals, defines objectives, priorities, and deadlines, and reviews the end products of the team's efforts before elevating to management You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Experience serving as a health physicist in a radiation safety program with responsibility to serve as a radiation safety liaison and technical expert to specialty groups within the organization, provide assistance and advice to the management of a Radiation Safety Program. Experience in developing and implementing health physics and radiological control policies and procedures to assure safe and healthy work environments. Experience working with numerous and various sources of ionizing radiation. Experience should include work with use of licensed and exempt license radioactive materials in sealed or unsealed forms as well as machine sources of ionizing radiation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for the GS-13 and GS-14 grade level. ARE YOU USING YOUR EDUCATION TO QUALIFY? GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
