JOB SUMMARY
Oversees the countywide Health Literacy program and supervises staff. Develops, manages and monitors staff, and provides oversight to Community Health Workers and Health Educators working in community settings. Assists with preparing and administering program budgets and ensures grant objectives and reporting requirements are being met.
MINIMUM QUALIFICATIONSBachelor’s degree from an accredited college or university in Community or Public Health, Education, Health Education, Public or Health Administration, Communication, or closely related field plus (4) years of related experience; OR an equivalent combination of related education and experience.
A valid Driver’s License issued by the State of Utah may be required to operate a vehicle.
It is mandatory all new hires receive the Tdap (Tetanus, Diphtheria Pertussis) vaccine before beginning employment or provide a copy of their immunization card prior to starting. The immunization card must show the vaccine name and date received.
ESSENTIAL FUNCTIONS
Oversees the development, implementation, and evaluation of Health Literacy project and contracted services within the community.
Supervises staff which includes hiring, promoting, orienting, training, assigning and reviewing work performance, annual performance appraisal and discipline.
Oversees the contracting process and service delivery by developing, negotiating, coordinating and program auditing of all organizations funded through grant
Assists in assessment efforts both internally and externally to track and evaluate the progress of Health equity strategies as they impact the Health Department’s work in the community.
Assists with preparing and administering program budgets, contracts, grant applications, and proposals. Oversees expenditures and assists with preparing, reviewing, negotiating, and executing program contracts and action plans.
Prepares and ensures all program reports, narratives, and statistical information is accurate, complete and submitted to agencies, in a timely manner.
Develops partnerships with federal, state, and local agencies, as well as public and private organizations. Utilize and create coalitions with providers, and community resources in defining, developing, implementing, and evaluating programs.
Provides education, consultation, training, and resources to Health Department Divisions and external partners and make recommendations and/or provides in-service trainings, conferences, workshops and meetings.
Represents the department and attends and participates in meetings, seminars, trainings, and other assigned activities.

Health Communication, Health Literacy principles, public relations, outreach and community trust, and Culturally Linguistically Appropriate Services (CLAS) education principles
Federal, state, and local regulations related to health care
Project development techniques including strategic planning

Management and personnel principles and practices, and effective supervision
Current community public health issues and resources
Grant writing and contract proposal application methods
Skills and Abilities to:

IMPORTANT INFORMATION REGARDING THIS POSITION
This is a Time Limited position works Monday through Friday 8:00 AM to 5:00 PM
Time-limited Appointed employees will perform work for a specified amount of time dependent on agency funding. They are exempted by law from the rights of a merit employee and work as an at will employee.
This position is currently under review and may require a background check in the near future.
