Reporting to the Director for International Programs, the Head of the Program provides leadership and oversight for the administration of the repatriation program. They will provide supervision and direction to a specialized team of 6 who will facilitate support services for youth who have returned to Mexico from the United States.
The Head of Program will be responsible for program oversight, budget management, outreach, and reporting. Two licensed clinicians will provide individual and family therapy to youth in the program to address mental health concerns and reintegration challenges. In addition, four case managers will be employed to support youth in the identification and coordination of resources.

DUTIES
Contributes to the mission of Global Refuge by providing day-to-day oversight and direction to the repatriation program.
In conjunction with the Director for International Programs and other program directors, establishes and carries out the strategic direction for the program.
Acts as a subject matter expert in Repatriation Support and represents the department internally and externally
Submits detailed and thorough documentation in compliance with Global Refuge policies and procedures.
Assists and supports on-the-ground legal, logistical, and financial matters such as liaising with banks, lawyers, accountants, etc. in order to guarantee the smooth functioning of the program.
Utilizes social work best practices to ensure thorough assessments of the child's progress and services provided.
Informs supervisor about trends, challenges, and successes in working with the population.
Secures and maintains funding for the department by assisting with the identification of funding sources, writing grants, and reporting.
Creates and manages the budget for the department.
Significantly contributes to and manages numerous funding reports and proposal submissions; reviews and edits quarterly, annual, and monitoring reports for program services.
Hires, trains, and develops staff to fulfill the functions of the program including evaluation, training, technical assistance, program management, and coordination
Holds staff accountable for delivering quality work on time. Mentors and manages performance as necessary
Acts as a role model and exhibits a high level of leadership, fosters transparency, and is fair in all dealings with staff
Leads staff in meeting the objectives, obligations, and Global Refuge standards, in accordance with external and internal agreements, in a manner that respects and encourages their individual gifts and skills and educates them regarding the tasks and skills required to meet objectives.
Performs ongoing supervision of case management activities. Ensuring staff provide services in compliance with established Global Refuge policies and procedures
Actively works to develop a team atmosphere within the unit and establishes a supportive and productive work environment.
Supervises staff with its associated administrative tasks - approving timesheets, conducting annual evaluations, etc.
Participates in Global Refuge training on cultural competence, service provision, and Global Refuge policies and procedures.
Oversees the program ensuring clear procedures, prompt distribution of all new cases, and acts in the best interest of the children/adolescents.
Develops consistent, effective, and efficient practices regarding service delivery and support partners.
Ensures that the program is developing and implementing ongoing quality improvement measures to provide specific and measurable program outcomes that meet and exceed both identified internal benchmarks and the requirements of regulating bodies.
Meets with government and nonprofit program partners and other coalition allies in person or via conference calls to discuss programmatic activities/issues.
Provides support and technical assistance to partners related to issues of service delivery, documentation, reporting, Global Refuge and Child Welfare best practices, and federal guidelines.
Engages in ongoing professional development by attending seminars or conferences.

QUALIFICATIONS
Degree in International Development, Social Work, or other related field required
Minimum of eight years of work experience in the field of Children and Family Services or Child Welfare Programs
At least six years of progressively responsible experience managing multiple programs, staff, and project and budget administration
At least three years of experience with child welfare programs. Experience with returnee and/or unaccompanied migrant children preferred
Awareness of legal and political issues related to immigration and child welfare
Commitment to Global Refuge's core mission and values and an ability to model those values in relationships with colleagues and partners; commitment to empowering returnees and unaccompanied minors.
Experience in program development, administration, and budget oversight
Knowledge of and experience working with returnees and unaccompanied minors
Experience providing supervision to case managers and clinicians
Experience in directing grants, contracts, or cooperative agreements including responsibility for compliance and reporting
Knowledge of community resources and ability to connect families to community services
Excellent clinical and crisis intervention skills
Excellent oral and written communication skills and the ability to interact well with all levels of various systems.
Strong analytical and problem-solving skills.
Strong organizational skills and ability to manage multiple projects and activities simultaneously.
Proficiency in Microsoft Office applications
Critical assessment and analysis skills
Cross-cultural or international experience preferred
Special Position Requirements:
Must have valid driver's license free of major infractions
Must have access to reliable personal transportation
Must be able to travel within Mexico and internationally up to 25% of the time
Must be willing and able to clear a criminal background check and child abuse/neglect check
Bilingual in Spanish and English required
