  This position reports directly to the Supervisor and exists to perform state-wide program and policy development related to safer product chemistry, green and sustainable chemistry and toxic pollution prevention. This position is responsible for coordinating and guiding internal program staff and consultants and directing work as necessary. The position also monitors and coordinates inter-governmental relations related to the growth and development of the Agency’s green chemistry and chemicals policy initiatives and works as a liaison with other agencies, special interest groups, communities, industry and other states. The position coordinates MPCA’s and interagency teams focused on safer product and green chemistry program development and implementation, including project development, compliance checking, product testing, and follow-up enforcement or negotiation with responsible parties. This position is charged with developing goals, objectives, policies, budgets, program components and work plans and may be directed by the Commissioner’s office, legislature, or Governor’s office to do so. This position is responsible for leading a team to ensure effective communication and coordination across all agency programs and other state agencies that work with toxic pollution prevention and chemicals policies in order to achieve the MPCA’s strategic goals. This position serves as a back up to the Division Director, Section Manager and Supervisor for all duties related to safer product and green chemistry program development and policy, including representation in public and with the legislature.

  Minimum Qualifications

  Three years of advanced professional experience with demonstrated ability to lead environmental projects, including such activities as researching the latest techniques, policies, and best practices, project and program planning, identifying skills and resources needed, identifying and measuring outcomes and implementing project and program plans (advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level or higher level work);

  Demonstrated environmental leadership to understand and communicate principles of sound environmental science;

  Ability to work with the specific interests involved in environmental issues and policies and broad view of state, national and global environmental problems and solutions;

  Effective human relations skills and knowledge of community-based social, political and economic considerations sufficient to work with a variety of stakeholders and staff, and lead and facilitate communication with members of governmental and non-governmental groups on complex and potentially controversial issues;

  Ability to influence, negotiate, motivate and achieve consensus among a diverse range of audiences, individuals and groups to achieve program objectives and;

  Technical writing, public presentation, computer and communications skills.

  Preferred Qualifications

  A Bachelor‘s degree in environmental protection or related science field.

  Knowledge of chemical hazards in products, their dispersion into Minnesota’s environment, and their presence in the bodies of Minnesota citizens.

  Advanced experience and skill in project management in multiple settings or purposes, including planning and organizing work plans, developing and managing tasks, handling multiple project assignments, effectively managing time, and setting and meeting deadlines.

  Demonstrated knowledge of contracting, grants, developing and managing budgets and fiscal management policies and procedures.

  Experience and skill in reviewing, writing, understanding and interpreting public policy, as well as an understanding of federal and state regulatory frameworks and their applicability to green and safer product chemistry, pollution prevention and public health and the environment.

  Significant experience educating citizens, vulnerable communities and businesses about chemical hazards and how to avoid them, proactively educating about regulations, and providing excellent customer service answering questions as they come up.

  Experience working in programs that accelerate the development and use of safer alternatives to hazardous chemicals in products, commercial operations, or manufacturing processes.

  Advanced communication skills, including clear, effective and tactful communication with teammates, peers and customers as well as the ability to present information and ideas clearly in presentations, which may include presentations to the public, media and community relations and testifying at the legislature.

  Working knowledge of performance measurement tools, business operations and record management systems.

  Physical Requirements

  Requires occasionally lifting, moving and/or carrying such articles as file boxes, products, and light equipment or heavier materials with help from others. A job in this category may require maintaining a stationary position, such as at a computer; however, a certain amount of moving is often necessary in carrying out job duties.

  Additional Requirements

  Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
