　　The Grants Administrative Consultant will be an integral part of the Division of Special Education, providing leadership, guidance, and support to DOE special education team members within the Finance and Grants bureau.

　　**Experience in PK-12 special education required.

　　Responsibilities Include -

　　Administrative consultant provides support for the Bureau of Finance and Grants, specifically supporting Grants Education Program Consultants (EPC). Provides guidance and coordination as it relates to Part B and C formula grants as well as discretionary grants. Offers technical assistance to the field and internal support in cooperation with the Bureau Chief.

　　Provide leadership within the Department on grants aligned to special education finance and Individuals with Disabilities Education Act (IDEA). Support implementation of procedures used by recipients to access and use IDEA grants (state formula grants and discretionary grants). Provide leadership in writing discretionary grants and philanthropic grants, as needed.

　　Support the Department in the implementation of provisions related to school finance as aligned to special education formula grants and discretionary grants. Work collaboratively with the Bureau of School Business Operations to support ongoing compliance with state and federal law and rules.

　　Provide guidance on Part B formula grants, which assist states in providing a free appropriate public education in the least restrictive environment for children with disabilities, ages three through 21. (Authorized by Part B, Section 611 for children ages three through 21. Authorized by Part B, Section 619 for children ages three through five.) Provide guidance on Part C formula grants which support early intervention services for infants and toddlers, ages birth through two, and their families. Provide guidance on discretionary grants.

　　Provide ongoing consultation in the interpretation of state and federal statutes related to IDEA, including the allowable uses and proper accounting for funds available under federal grants.

　　Maintains contact with sub-recipient administrative and business officials regarding programs administered by the bureau. Such contacts would include entitlement announcements, interpretation of statutes or rules and program operational guidance.

　　Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus and the programs it oversees.

　　Support the Department priorities through performing other duties as assigned by the Bureau Chief.

　　Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

　　1) Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.

　　2) A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.

　　3) Graduation from an accredited college or university with a Master's degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.

　　4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
