  The Global Prepositioned Materiel Services (GPMS) AFCENT Traffic Manager

  POSITION SUMMARY: GPMS Traffic Management Manager shall enable operations United States Air Force (USAF) Global Prepositioned Materiel Services (GPMS) for United States Air Forces AFCENT located at Royal Air Force of Oman (RAFO) Thumrait Aur Base (AB), RAFO Masirah AB, and Salalah Port, Sultanate of Oman; Al Udeid AB (AUAB), Qatar; Al Jaber AB (AJAB), Kuwait; Al Dhafra AB (ADAB) and Abu Dhabi Warehouses (ADWH), Abu Dhabi, United Arab Emirates (UAE). The range of services and support include storage, maintenance, out load, reconstitution, exercise, and contingency logistics support. The range of services is to ensure success and enable training exercises, theater contingencies, wartime operations, and other specified CCDM priorities. Other locations in the Continental United States (CONUS) or Outside Continental United States (OCONUS) may be included.

  RESPONSIBILITIES:

  Plans and organizes traffic management activities. Receives and packages items for shipment or storage. Prepares budget estimates for materials and equipment.

  Inspects items for identity, quantity, and condition. Segregates items requiring special handling.

  Considers cost and special handling requirements when selecting preservation and packing material to ensure protection. Certifies hazardous cargo to be moved by surface and air.

  Ensures convoy, hazardous, or oversized permits are acquired before movement.

  Directs traffic management activities. Identifies, marks, and labels cargo and personal property for shipment or storage. Inspects shipments to determine condition. Verifies carrier service.

  Initiates discrepancy reports. Determines work priority. Monitors preservation, packaging, and handling of cargo and personal property being shipped or stored.

  Arranges official travel for individuals and groups. Verifies commercial travel office routing and fares. Resolves administrative and operational problems and authorizes deviation from procedures.

  Classifies cargo.

  Determines and schedules proper carrier equipment for loading and unloading. Converts military nomenclature to commercial freight classification.

  Determines weight of commodities to be shipped. Consolidates and routes shipments. Develops and maintains data reference files.

  Determines cargo priority, and schedules movement accordingly. Coordinates pickup and delivery of cargo shipments. Coordinates with base activities to control flow of inbound and outbound cargo. Provides transportation data and support to contracting.

  Operates automated data processing equipment to prepare, transmit, and receive transportation transaction data.MATERIAL & EQUIPMENT DIRECTLY USED:

  Use of Land Mobile Radios, cell phones, laptop, and other devices to maintain contact and accountability of work activities.WORKING ENVIRONMENT:

  Work will be indoors and outdoors.

  Exposure to heat, cold, dust, noise, chemicals may occur.

  Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel.

  Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.

  Task specific work environment training maybe provided. Must be prepared to function in a wartime or contingency environment to support U.S. interests.

  PHYSICAL ACTIVITIES:

  Physical requirements include lifting to 35lb, team lifting to 50lbs, climbing, extended sitting, or standing, stooping, stretching, and bending.

  Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat and steel-toed boots as well as Individual Protective Equipment (IPE) which may include but not limited to Level III plus/IV Individual Body Armor with both front and back ballistic plates, ACH helmet, clothing (undergarments, shirts and pants and/or coveralls), reflective vests/belts, sound suppression devices, etc.

  Day-to-day physical requirements may involve standard office activities including sitting/standing for extended periods of time, attending meetings, use of keyboard and mouse repetitively, lifting and carrying less than 20 lbs. frequently, etc.

  Work requires moderate physical exertion including walking to operating areas and walking up stairs

  MINIMUM QUALIFICATIONS:

  Completed technical training in traffic management or related field from a military technical school or accredited technical school/college/university.

  Qualified in certifying hazardous materials, Shippers Declaration for Dangerous Goods process, and compliance with International Trafficking in Arms Regulations (ITAR).

  Speak, read, and write English fluently.

  Secret Clearance

  Experience:

  5 years’ experience traffic management and shipping.Certification:

  Must meet requirements of Title 49 CFR Part 172 Subpart H

  Training (IATA, Dangerous Goods Regulations or ICAO, Technical Instructions training may also be used) for all employees having responsibility for preparing hazardous materials for shipment.

  Training must include function specific duties related to military air transportation (Refer to: AFMAN 24-204, Paragraph A25.8).

  Certification in Surface, Air, and Sea Freight Movement.

  HAZMAT and 1387-2 Certification.

  Knowledge is mandatory: Federal and military transportation regulations, instructions, and directives; passenger and personal property entitlements; quality assurance evaluation procedures, United States and foreign customs regulations, and warehousing procedures; military passenger, freight, and personal property rate computations; packaging methods, specifications, and orders; hazardous cargo requirements; blocking, bracing, and tiedown principles; and carrier capabilities and procedures for movement of passengers, cargo, and personal property in military and commercial air, rail, truck, and water systems.

  Skills:

  Candidate must also meet Theater requirements.
