  The Work You Will Do:

  The Government Operations Consultant II in the Bureau of Compliance & Accountability is responsible for reviewing, managing, tracking, and overall administration of contracts for the Division of Economic Development to ensure they are complete and accurate and that they meet statutory requirements and policy guidelines.

  Pay: $42,000-52,000 Annually

  Your Specific Responsibilities:

  Duties and responsibilities will include the following:

  Monitor agreements for the Florida Job Growth Grant Fund

  Submit claims recommendations to the Contracts and Grants Manager of Compliance for the Deputy Secretary’s decision.

  Ensure compliance is maintained with applicable federal and state law, rules, and procedures.

  Oversee agreement data administration in agreement database, to include review and processing of key project claims information.

  Draft letters, reminders, and other required documents for project compliance processes

  Provide assistance to applicants and awardees, project administrators, and others involved in the incentives process.

  Analyze state and applicable federal legislation or regulations that may impact Florida’s incentive programs.

  Prepare briefings, as necessary, for Department executives and Deputy Secretary

  Review and process invoices for payments processing ensuring contractual and agreement terms, conditions, and expenditures are compliant with contract and agreement requirements and procedures specified in the Department of Financial Services and processing times specified in Florida Statutes

  Perform financial reconciliations against payments made to validate the accuracy against contract/agreement requirements and adjusts and changes, as necessary, to resolve any issues.

  Maintains the original agreement file and all required supporting documentation.

  Review and monitor all quarterly reports and return on investment documentation to ensure applicant/grantee is in compliance with requirements.

  Prepare reports on incentive programs for the Governor, the Legislature, auditors, the press, and the general public, as requested.

  Under the supervision of the Bureau Chief of Compliance, assist with the preparation of materials for public information requests, Commerce’s legal counsel, and the Governor’s legal office.

  Required Knowledge, Skills, and Abilities:

  Knowledge of the concepts, practices, and procedures for strategic business development.

  Proficiency in utilization of computer using Word®, Excel®, PowerPoint®.

  Ability to produce professional level written work products.

  Ability to perform computer based research activities.

  Proficiency with oral and written communication skills.

  As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

  Preferred :

  Currently a Florida Certified Contract Manager (FCCM), held a FCCM certificate within the last five years or the ability to obtain within the first six months of employment.
