The Work You Will Do:
This position will oversee the Voluntary Cleanup Tax Credit (VCTC) program and perform professional work under the direction of the Environmental Manager for the Brownfields and CERCLA Site Screening Section, Waste Cleanup Program (WCP), Division of Waste Management located in Tallahassee, Florida. The ideal candidate will be detail-oriented and able to work independently to manage the VCTC program. The Government Analyst II will work with section staff and contracted employees to implement all review and administrative tasks for this program. In addition, this position coordinates the budget for the WCP, including providing regular budget updates, tracking grant spending, processing Site Investigation Section invoices, and working with the Division budget coordinator and contract staff to manage budget issues. The position is located in the Division of Waste Management, Waste Cleanup Program, Tallahassee FL.
Overview of primary responsibilities.
Manages the Voluntary Cleanup Tax Credit (VCTC) program for Brownfield and drycleaning solvent contaminated sites, including all aspects of completing and coordinating application reviews, sending order letters, and generating tax credit certificates; responsible for rule development to adopt administrative guidelines, procedures, and necessary forms required to administer the tax credit program; serves as liaison with the Department of Revenue, the Agency for Health Care Administration and the Florida Housing Finance Corporation on tax credit issues utilizing knowledge of environmental policies and practices. Works with contracted support staff on the review and eligibility determinations for VCTC applications. Performs outreach related to the VCTC program, including updates to the DEP’s website, providing presentations at various meetings, representing the Department at public meeting and workshops, and responding to information requests. The Government Analyst II assists with negotiating Brownfield Site Rehabilitation Agreements (BSRAs).
Assists Waste Cleanup Program (WCP) Administrator with management of the Program budget. Works closely with the Divisional Budget Coordinator in the preparation and submission of budget amendments, budget allotments, budget release requests, Legislative budget requests, as well as other documents, and correction memos for the WCP. Prepares reports evaluating the impact of program expenditures, including long range forecasting of program costs and revenue. Prepares monthly SAMAS reconciliation of Program accounts, including monthly budget report regarding trust and grant funds, allotments, expenditures, encumbrances, and remaining balances. Assists with the processing invoices for the WCP.
Assists the WCP Administrator in coordinating with the Division Director’s Office, other programs, district offices, Governor’s Office, and legislative offices, including responses to information requests. Reviews proposed changes to existing laws and regulations, and drafts bill analyses and bill amendment language.
No direct reports, but will help guide the work of two contracted staff for six months each year (January through June).

The VCTC program is used by municipalities, county governments, and developers to address public health and environmental hazards on industrial sites that are underused to create financial and regulatory incentives and, at the same time, encourage cleanup and development using risk-based correct action principles. The Government Analyst II will work closely with section staff, contracted employees, and District Brownfield coordinators to evaluate tax credit applications for site rehabilitation or solid waste removal claims. Through this work, the Government Analyst II will interact with the wider Brownfield community and other stakeholders, as well as staff from other state agencies, to provide information and updates on the continuing growth and benefits of the program. The Government Analyst II prioritizes activities and projects in line with DEP’s strategic objectives and finds integrated solutions on a variety of environmental challenges.

Required or Preferred Qualifications:
