The Property Assessment Division manages Montana’s property tax laws, including the valuation of all taxable property for property tax purposes. In addition to employee benefits, there are a wide range of advancement opportunities throughout the Department of Revenue. _DUTIES_ Job Overview: This position resides in theProperty Assessment DivisionofDepartment of Revenue. The GIS Unit Manager position manages the day-to-day activities of the GIS Unit and assists the deputy administrator in determining short and long-range goals and objectives associated with the Unit’s activities. The incumbent develops and implements strategies, processes, goals, and objectives to ensure the ongoing effectiveness of projects and provides advanced technical assistance; interprets state and federal laws, statutes, rules, and regulations for assigned staff, other agencies, and the public. This position reports to the deputy administrator and supervises unit staff. Staff, Leadership and Management: * Uphold and promote the department’s conviction to customer service. * Create and maintain a quality work environment for all employees. * Hire, train, motivate, direct, and evaluate staff. * Initiate and properly execute staff disciplinary and corrective action plans in a timely manner. * Maintain an atmosphere of safety within each work location. * Ensure staff adhere to rules, policies, procedures, collective bargaining agreements, and industry and agency standards. * Serve as an instructor for staff in the methods and techniques of business processes, procedures required, and for accurate collection of information. * Provide technical assistance and training to ensure new processes, policies, rules, and legislation are properly implemented. / / /Knowledge of:/ * Computers and database management systems (i.e. AT Pro) * General management practices including strategic planning * Principles and methods of work planning * Performance management including setting goals, objectives, and measures * Quality assurance methods * Organizational development * Governmental organizational structure, accounting, and State and federal funding requirements * Legislative and administrative rule processes and guidelines * Compliance requirements and practices * Customer service standards * Agency policies, procedures, guidelines, and employment law * GIS systems and local county systems * Operational and program planning * Supervisory principles and practices * Project management * Records management / / /Skills in:/ * Research and analysis// * Accuracy and attention to detail// * Conflict resolution// * Microsoft programs and other data base applications// * Written, verbal, and interpersonal communication// * Data collection, analysis, and reporting techniques * Business communications / / You would be a great fit for this position if you have: * Demonstrate self-motivation// * Follow instructions// * Provide timely, customer service// * Handling multiple priorities under deadlines// To be considered for any DOR position, applicants must complete and submit their application online, and upload any required documents. This position would be required to report to a Department of Revenue office assigned by the supervisor. Employees must meet and sustain Department of Revenue telework eligibility requirements and supervisor's approval to participate in the DOR Telework Program. __ _Training Assignment:_ This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules.
