  What We Want

  The Institute for Disaster Resilient Texas is seeking a Geospatial Developer II who will be instrumental in advancing the geospatial capabilities of the Texas Disaster Information System (TDIS). This position entails comprehensive geospatial analysis and development, focusing on both front-end and back-end aspects of the GIS, enhancing API management, and refining web and mobile application development. This position will act as a technical authority on both open-source GIS applications and GIS technologies, bridging the gap between sophisticated spatial data analysis and user-friendly application design. The preferred candidate will have a Master's degree in a relevant discipline with experience with cloud computing environments such as Azure and data visualization tools for complex data simplification; cartographic design and web development skills, with familiarity with Web 2.0 concepts; knowledge of regulations regarding confidential or personally identifiable information (PII), including its maintenance and dissemination; and familiarity or experience using natural hazards data.   Qualifications

  Required Education and Experience:

  Bachelor’s degree in applicable field or equivalent combination of education and experience.

  Seven years of related experience in design and development of web, mobile, and/or database applications including at least one year in geospatial applications or three years as a Geospatial Developer II.

  Required Knowledge, Skills, and Abilities:

  Advanced Geospatial and Programming Proficiency: Expertise in GIS/Mapping software (Esri, QGIS, Mapbox) and strong programming skills in JavaScript, SQL, and Python. Ability to perform complex geoprocessing and spatial analysis tasks, and develop custom GIS tools and solutions.

  Geospatial Data Management and Visualization: Demonstrated skill in managing, manipulating, and visualizing geospatial data using tools such as Carto, Leaflet, and PostGIS. Proficiency in creating informative maps and spatial visualizations that effectively communicate analysis results.

  Data Integration and API Utilization: Experience in interfacing with multiple data sources, including the utilization of APIs and databases for geospatial projects. Familiarity with various geospatial data formats and the ability to efficiently integrate these into GIS platforms.

  Development of Web-Based Analytical Dashboards: Expertise in developing interactive, web-based analytical dashboards using geospatial data. Ability to integrate GIS functionalities into web applications for enhanced user interaction and data presentation.

  Collaborative Communication Skills: Strong written and verbal communication abilities, with a focus on teamwork and collaboration. Capable of effectively conveying complex geospatial concepts and analysis results to multiple audiences, and working collaboratively on multi-disciplinary projects.

  Preferred Qualifications:

  Master's degree in a relevant discipline.

  Experience with cloud computing environments such as Azure and data visualization tools for complex data simplification.

  Cartographic design and web development skills, with familiarity with Web 2.0 concepts.

  Knowledge of regulations regarding confidential or personally identifiable information (PII), including its maintenance and dissemination.

  Familiarity or experience using natural hazards data.

  Responsibilities

  Developing, Creating, and Maintaining Geospatial Databases-Database Scripting and Tool Configuration: Develops and maintains scripts for headless data processing; manages communication and configuration tools to support database functionality. Spatial Database Administration: Oversees and maintains various spatial databases, including PostGreSQL, Microsoft SQL Server, Microsoft Azure, and ArcGIS SDE databases; ensures optimal performance and security. Data Management and Visualization: Integrates and manages data from various sources, creating optimized structures for real-time application use; visualizes geospatial data for web and application interfaces. Database Documentation and Reporting: Documents database architecture and relationships; crafts complex queries and generates reports while upholding data integrity. Backup and Consultation: Implements strategies for database backup and recovery; provides consultancy to users for effective database interaction.

  Internal Communications and Troubleshooting- Collaborative Development: Collaborates with other developers to innovate and enhance features and systems; plays a proactive role in problem-solving and troubleshooting. Communication and Reporting: Delivers clear and timely communication of issues and updates to both technical and non-technical teams; acts as a liaison between users and the technical team to refine requirements. User Interaction and Service Optimization: Engages with users to gather requirements and feedback; optimizes web services and geospatial functionalities based on user needs.

  Flexibility and Adaptation: Remains adaptable to take on varying tasks as needed to support the team and project goals, ensuring the broad functionality and responsiveness of TDIS.
