Summary This position leads the administration and application of Forest Inventory and Analysis (FIA) spatial data, including advanced geospatial technologies, and serves as a national authority and consultant. The role focuses on managing confidential but unclassified data and implementing objectives for secure access and use. Responsibilities Operate advanced computer systems and software to create detailed maps and visualizations for national programs, online applications, and other requirements. Oversee data life cycle management for national datasets and applications. Develop data dictionaries, data models, and metadata for national information and geospatial applications. Manage maintenance of resource information applications and datasets for an organization. Serve as technical liaison for an organization and various stakeholders, including Federal, State, and local governments, learning institutions, the private sector, and professional organizations, regarding GIS, GPS, remote sensing, and mapping. Provide leadership for the development, implementation and maintenance of national remote sensing standards and practices. Recommend program adjustments based on previous activity outcomes. Advise and assist stakeholders on GIS project planning, including timelines, data analysis, budgeting, contracting, and information management. Develop and implement geospatial program goals aligned with national resource management objectives and business requirements. Provide course descriptions as necessary. This is an interdisciplinary position and may be filled in any of the job series listed below. Basic Requirement: 0101 - Social Science Information Specialist Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. 0401 - Geographic Information Systems Specialist Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. 1301 - Geographic Information Systems Specialist Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-13: You must have one year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as 4 or more of the following: Developing and implementing long/short term geospatial program goals, objectives, and standards demonstrating an advanced understanding of natural resources, geographic, hydrologic, ecosystem or biological sciences. Managing data lifecycle of datasets and applications, and recommending development of geospatial analysis processes, protocols, and solutions. Facilitating group planning and execution of collaborative goals. Utilizing oral and written communication skills to engage with diverse groups and individuals, advising and promoting GIS goals and objectives. Performing geospatial model design and analysis to support resource management decisions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education There is no substitution of education for specialized experience. Additional Information This position is remote eligible. Remote work employees are expected to work at an approved remote worksite, typically the employee's residence, on a regular and continuing basis. Final determination of the duty station will be made by the selecting official at the time of the job offer. Pay rates vary depending on location, the salary shown is for the Rest of the U.S. See OPM.gov for additional information on pay rates. Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. This is a temporary promotion not-to-exceed 1-year and may be extended without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager. At the end of the temporary promotion, you will be returned to your permanent position of record or to a different position of equivalent grade and pay in the Forest Service, in the same geographic location, if possible. Your salary will be adjusted to the grade level and step that you would normally have been in had you remained in your position. This is a non-bargaining unit position. Forest Service daycare facilities are not available. Government Housing is not available. The Forest Service may use certain incentives and hiring flexibilities, currently offered by the Federal government, to attract highly qualified candidates.
