Nationwide IT Services (NIS) is seeking an analytical, results-driven full stack Drupal Developer who will work with team members to maintain, support, and enhance the Department of Education's Workforce Innovation and Opportunity Act (WIOA) State Plan Portal.
The WIOA State Plan Portal is a content management system that improves the process of creating, reviewing, and managing a state plan, by using Drupal, Drupal modules, and custom code, for each of the 50 states and 7 territories.
The scope of work includes: maintain, enhance, develop, and update the Portal website, user resources, interfaces, databases, database search engines, user roles and permissions, reporting, and notification capabilities.
The Drupal Developer must have experience using modern, open-source software to prototype and deploy web applications, including all aspects of server-side processing, data storage, and integration. You should have excellent communication, computer, and project management skills.
To succeed as a Drupal Developer, you should be focused on building a better, more efficient program and creating a better end-user experience. You should be knowledgeable, collaborative, and motivated working in an Agile scrum context.
This role is Full Stack and full SDLC (elaboration, architecture, design, development, test, deploy, and support).
Duties and Responsibilities:
Maintain, develop, enhance, and update the WIOA State Plan Portal system, database, database search engine, content management system to ensure that the Portal remains fully functional and stable.
Ensuring compliance with the Department’s evolving Enterprise Architecture and Project Management standards, as well as federal government best practices. Ensure that the Portal system meets all relevant and required federal government and Department technology, cybersecurity, and accessibility requirements.
Cultivate a positive, trusting, and cooperative working relationship with the Department and other teams that support or use the Portal, to effectively manage the Portal and its components.
Provide a high quality of support for the Portal stakeholders, federal partners, and users. Responsibilities include responding to technical problems and providing user technical assistance.
Job Qualifications:
US Citizen. Ability to obtain a DOE Public Trust clearance.
Secure work location. Professional work location that has good connectivity, able to collaborate and join meetings privately.
Experience as a virtual team member using MS Teams, Office 365, and SharePoint with reliable internet, responsiveness, and availability. Upload bandwidth for pair programming and video share is required.
At least 4 years of experience with all aspects of Drupal 9 development, involving large/complex enterprise Drupal projects, ideally including multisite or many-sites projects.
Bachelor’s degree in computer science or comparable degree/enterprise work experience desired. And related certifications are highly preferred.
Additional Skills:
Web & CMS, including PHP/HTML development experience; Symfony, and OOP; HTML and CSS/SASS, including wireframes, UX mock-ups, and designs in Drupal.
Drupal content architecture (including Entities, Bundles, Fields, References), application (including contrib/custom module development, selection, usage & structure), and display (View Modes, Paragraphs, Display Suite, and Layout Builder) architecture.
Drupal base/subthemes, custom themes, and twig templating, responsive/breakpoints, and render API experience, hooks, patching Drupal modules, Drupal Form API integrations.
Knowledge of JavaScript libraries, jQuery.
API creation and integration, to support 3rd party and decoupled frontend apps.
Drupal profiles, sub-profiles, and distributions. Drupal Site Building & Config; Drupal admin UI and all aspects of site building, including config-split and config deployment.
Platforms/Hosting on multisite builds; common hosting options such as Acquia Cloud or equivalent.
Agile SDLC, and architecture skills to translate functional requirements into technical specifications. Scrum or Kanban, client meetings and scrum ceremonies (sprint planning, grooming, etc.).
Git and version control skills.
