Description:
Prepares fuels compliance reports and other calculations required internally and by federal and state agencies. Provides Subject Matter Expertise on fuels compliance questions from affected business groups, providing regulatory input and guidance on required procedures as needed. Assists with the development and implementation of the Valero Fuels Management System (FMS) and Low Carbon Assurance Program (LCAP) including training, software, reporting, and recordkeeping.
Prepares and submits internal and external fuels compliance reports and registration requests for traditional and/or low carbon fuels. Keeps related records as required.Assists with calculations/recorkeeping related to low carbon fuel pathways/carbon intensities.Provides guidance, expertise, and consultation to management and their staffs regarding compliance with fuels regulations, providing regulatory input and guidance on required procedures as needed.Understands when an issue or project affects multiple regulations, programs, and/or people and coordinates the affected individuals in the department to achieve the best outcome for the company.Develops and implements fuels compliance software tools with Valero I/S, such as the Fuels Compliance System (FCS) and Product Transfer Document (PTD) systems, leveraging Valero Subject Matter Experts (SMEs) as needed. Provides ongoing software program support as needed.Develops and implements Valero’s corporate fuels compliance training programs, leveraging Valero SMEs, and in cooperation with the Training Department. Provides ongoing training program support as needed.Assists with compliance assessments, audits, and attests, including resolution of identified findings, regulatory concerns, and observations.Actively participates in the Valero Fuels Compliance Leaders’ Network and/or LCAP Network as a Fuels Compliance SME. Prepares and presents meeting materials.Assists with or leads special projects as needed. Depending on evolving business needs, may be responsible to assist with development and implementation of additional elements of Valero’s corporate fuels compliance programs.Develops and implements corporate guidelines with respect to fuels regulations (such as the Valero FMS and Valero LCAP).Provides management with information and reports on program status and program feedback, including recommendations for process improvements to further enhance the effectiveness of Valero’s fuels compliance programs.Maintains up to date knowledge of existing and proposed fuels regulations.Assists in preparing comments on proposed new regulatory requirements considering Valero-specific impacts.Coordinates work with other staff and outside vendors.This position is salaried exempt status, which means you are not eligible for overtime pay..
Qualifications:
* Bachelor’s degree (or higher) or foreign equivalent degree required. * 5 years of experience in fuels compliance or related field required. * 5 years of petroleum refining and/or ethanol and/or renewable diesel industry experience preferred. * Knowledge of U.S. EPA fuel/fuel additive regulations (40 CFR Parts 79, 80, and 1090 preferred. * Knowledge of state fuels compliance programs preferred. * Knowledge of fuels compliance programs in Canada and Mexico preferred. * Language skills (specifically, French and Spanish) preferred. * Knowledge of yield accounting practices and principles preferred. * Familiarity with Valero’s SAP/Advisor/TSW systems preferred. * Familiarity with Valero's Fuels Compliance System (FCS) preferred. * Familiarity with Valero’s Product Transfer Document (PTD) system preferred. * Familiarity with Valero’s FMS and LCAP preferred.
