  Northrop Grumman Aeronautics Systems has an opening for a Flight Test Bed (FTB) - Manager Programs 3 to join our team located in Melbourne, FL. He/she will lead a team of Test Managers, Engineers, Project Planners and Technicians. This leadership role will be responsible for all aspects of program execution for the FTB effort reporting to the Director of the Test & Evaluation (T&E) for a restricted access program. The selected candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings across all levels.

  This position will be based in our Melbourne, FL offices.

  He/she will manage resources and develop processes and procedures applicable to performing test on a complex weapons system; manage cost and schedule performance to the program budget and schedule; identify personnel and Security requirements to support the IPT. The ideal candidate must be able to collaborate closely with system architects/engineers, test pilots, systems test engineers, flight test engineers, instrumentation/data management engineers, integration/test engineers, program planners and technicians.

  Essential Functions:Responsible for the cost, schedule and technical performance of the Flight Test Bed program, including monthly Estimate at Completion (EAC) forecastResponsible for the negotiation of contracts and contract change management with suppliers/vendors, specifications, operating budgets, schedule milestones, and key terms and conditionsActs as the primary contact for FTB program activities, leading gate review sessions for the T&E DirectorEstablish program milestones and monitors adherence to FTB and program master plans and schedulesEffectively measure and communicate progress to internal and external stakeholders, and senior leadershipEstablish and manage program risks and opportunities; determine solutions, including the creation and execution of return-to-green (RTG) plansManage multiple suppliers to meet program objectives and schedulesEnsure the FTB program team understands and adheres to contract scope, and manages change through control board activities Deliver presentations to customers, executive management and other program stakeholdersIdentify, allocate and manage program resources to include workforce planning and facility requirements for the programManage Government/customer supplied property or information (GFE, CFE, etc.)Basic Qualifications:Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.Aviation experience with roles in aircraft acquisition, modifications, maintenance and operations Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager Must have an active DoD Secret clearance or higher that is in-scope with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation.Must be able to obtain and maintain Special Program Access (SAP/PAR) within a reasonable amount of time as determined by business needs.Preferred Qualifications:Current/Active Special Program Access (PAR)Aviation and Flight Test experience with direct roles in commercial aircraft acquisition, modifications, maintenance and operationsThree+ years of personnel management and development experience with demonstrated success leading and growing teams/and or organizations to achieve a common goalDemonstrated experience meeting customer needs, building strong relationships with strategic partners and guiding program teams and support functions to take action to satisfy customer expectationsExperience managing program/projects of > $20 Million / year with P&L responsibilitiesExperience with Program Operations, Data Analytics, infrastructure managementExperience as a Cost Account ManagerExperience with EVMSCertified by Project Management Institute as a Project Management Professional (PMP)Salary Range: $152,100 - $228,100

  The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

  Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
