  Description of duties:

  This position is within the Aquatic Habitat Conservation and Restoration Section (AHCR). This position will serve as a project manager within the South Florida AHCR multidisciplinary team for aquatic habitat restoration/enhancement of public waterbodies and wetlands to benefit fish and wildlife, including marine, estuarine, and freshwater resources along the Atlantic coast of Florida from Jupiter Inlet to Key West and inland. This position is within both the Marine/Estuarine Subsection (MESS) and Aquatic Habitat Restoration/Enhancement (AHRE) Subsection.

  Position Holder Responsibilities: Coordinate with local, state, and federal agencies and stakeholder groups to identify, develop, and implement wetland and aquatic habitat restoration and enhancement projects. Candidate will also be responsible for identifying and developing their own projects. Pursue grant funding for restoration and enhancement projects with internal and external partners. Manage awarded grants to implement habitat restoration and enhancement projects. Implement restoration projects, including procuring permits, managing contracts, and overseeing construction. Work across FWC divisions and cooperate with other federal and state agencies, non-governmental organizations, the private sector, and others as appropriate to implement FWC’s aquatic habitat conservation and restoration program. This includes participating in and providing input to internal (FWC sponsored) and external (non-FWC sponsored) groups to address resource conservation issues as they relate to aquatic habitat. Assist in the development and implementation of wetland monitoring and sampling to evaluate and predict environmental response to project activities in coordination with other FWC personnel and external partners. Create and maintain databases of collected scientific data and maps of project areas using appropriate computer software, including GPS hardware and GIS programs. Prepare, publish and present outcomes and relevant findings through internal (reports and management plans) and external (peer-reviewed publications, professional and public meetings, etc.) outlets related to estuarine and marine habitat conservation activities. This includes, but is not limited to, restoration projects, resource monitoring and biological resource surveys. Provide oral presentations regarding FWC’s aquatic habitat restoration and enhancement efforts in the region. Manage regional budgets and potentially supervise OPS grant funded field staff. Work independently with limited supervision. Process or approve, as appropriate, vendor invoices and payment of goods or services in an accurate and timely manner. Adhere to the provisions and requirements of Section 215.422, F.S., related to State Comptroller’s rules and Florida Fish and Wildlife Conservation Commission invoice processing and warrant distribution procedures. Meet assigned deadlines and budget requirements. Perform other project-related duties and tasks as directed by supervisor. Maintain and operate all assigned vehicles, boats, and field and laboratory equipment in working condition. Assist with other AHCR and Commission projects as necessary. Assist with prescribed fire application to wetlands for habitat management (prescribed fire experience is preferred). Acquire and maintain FWC Scientific SCUBA certification.

  Knowledge, Skills, and Abilities: Qualified applicants will have a strong background in aquatic resource management and aquatic habitat enhancement methods. Knowledge of terminology, principles, and techniques used in ecological restoration; knowledge of data collection methods; ability to conduct aquatic (freshwater and/or marine) habitat restoration projects, biological studies or analyses using valid scientific methods and techniques; ability to collect and analyze scientific data relating to the biological sciences; ability to perform quantitative analyses of data; ability to plan, organize and coordinate work assignments; ability to communicate effectively verbally and in writing; ability to write technical reports and pursue grant funding for restoration projects; ability to establish and maintain effective working relationships with agency staff, the public and other stakeholders; ability to work independently with limited supervision; knowledge of freshwater, marine and/or estuarine ecosystems; ability to travel occasionally and conduct in-water surveys of estuarine and marine natural resources; proficiency with small boat and trailer handling and use of environmental sampling gear; ability to spend long hours in or on the water in various weather conditions; ability to perform rigorous activities in aquatic environments; ability to swim and be comfortable in the water; ability to supervise subordinates effectively; and, knowledge of personal computers and related software.

  Level of Education: Prefer a Bachelor’s degree from an accredited college or university with a major course of study in one of the biological sciences, and two years of professional biological experience in a field or laboratory program OR a Master’s degree from an accredited college or university with major course of study in one of the biological sciences and one year of professional experience (preferred) OR a Doctorate from an accredited university with major course of study in one of the biological sciences.

  License Requirements: Employee must have and maintain a valid state driver’s license. SCUBA open water or advanced open water certification and Boater’s Safety certifications preferred.
