What We Offer
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:
Educational Incentive for completion of an associate degree (2.5%), a bachelor's degree (3.5%), or a graduate degree (5%).
Annual Leave Redemption/Accrual: The option to cash out up to 100 hours out of 208 total accrued Annual Leave hours per year. A candidate selected for this position will earn 208 hours per year increasing to 288 hours after 5 years of service.
Deferred Compensation: Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions.
Health Plans: You are afforded a flexible credit allowance of up to $21,450 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, and vision care expenses.
Pension Plan: Participation in the County's defined benefit plan which has reciprocity with CalPERS.
Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
Holidays: 12 paid days per year which includes a scheduled floating holiday.

THE POSITION
Under general direction of the Assistant Fire Chief, plans, organizes, supervises, and administers fleet services activities for the Ventura County Fire Department. Fire Fleet Manager is responsible for purchasing, up fitting and maintaining the Fire Department's fleet of vehicles in service and available for response.
EDUCATIONAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5% based on completion of Associate/Bachelor's/Master's degree.
PAYROLL TITLE: Manager - Heavy Equipment and Fleet Services
The Fire Fleet Manager is a Management position and is exempt from overtime. The position is eligible for benefits at the MB3 level.
The eligible list established for this position may be used to fill existing and future regular, temporary, fixed-term, intermittent and extra-help positions within the Fire Protection District. There is currently one (1) vacancy.

Examples Of Duties
Duties may include, but are not limited to, the following:
Plans, organizes and directs the activities of the Fleet Maintenance Division in accordance with the Fire Department's long-range vision, mission and service goals and communicates a standard of excellence throughout the operation.
According to direction, establishes operational goals and develops plans to accomplish them.
Develops and monitors standards for quality service delivery including performance benchmarks and customer satisfaction measurements.
May coordinate with multiple agencies or special districts in order to deliver vehicles, equipment and services that serve the needs of the customer.
Explores new methods, procedures, policies, and types of equipment to improve overall operations. Directs, establishes and evaluates priorities, goals, objectives and activities, which relate to department-wide fleet management.
Advises management of plans to add, modify or eliminate programs and/or activities in response to increases/decreases in customer demand, technological change, or funding availability.
Ensures compliance with health and safety rules and regulations, encourages professional development and training, and sets the tone for an organizational culture that values and practices business ethics, quality service delivery, respect for employees and excellent customer services.
Develops and manages budget in accordance with department guidelines.
Determines appropriate levels of staff, methods of supervision, types of training and levels of discipline of assigned staff in accordance with department guidelines.
Directs, reviews and approves acquisition/disposition process for department vehicles and heavy equipment from initial specifications through vehicle registration, including leased vehicles, in accordance with established purchasing policy and procedures and as mandated by Federal, State, local laws and regulations.
Directs, reviews and approves vehicle disposal process in accordance with established purchasing policy and procedures and as mandated by Federal, State and local laws and regulations.
Directs the procurement of equipment, parts and materials related to vehicle and equipment maintenance and repairs.
Performs other related duties as required.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE
Considerable management or administrative experience directing a major program area related to heavy equipment, automotive or fleet services functions.
The required knowledge, skills and abilities can also be obtained by completion of a Bachelor's degree in business/public administration or other related field plus three (3) years of increasingly responsible management or administrative experience in a large automotive repair facility.
NECESSARY SPECIAL REQUIREMENT
Must possess and maintain a current valid California driver's license.
KNOWLEDGE, SKILLS, and ABILITIES
Working knowledge of: computer software such as word processing, power point, spreadsheets, and data base programs to produce reports and for tracking workload indicators.
Thorough knowledge of: modern principles of organization, public administration, customer service delivery, and management, including planning, measuring performance outcomes, supervision, personnel and fiscal management.
Comprehensive knowledge of: vehicle and heavy equipment acquisition, maintenance and repair in a large fleet environment with operational, budgetary, and employee staff supervision responsibility.
Comprehensive ability to: manage services for a large department; communicate effectively orally and in writing; deal effectively with various levels of government and the public, either individually or in groups; establish and maintain effective working relationships with co-workers, superiors and the public; and prepare and present comprehensive reports and recommendations.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this classification throughout the County. There is currently one (1) Regular vacancy within the Fire Protection District.
BACKGROUND INVESTIGATION: A thorough pre-employment, post offer background investigation which may include inquiry into past employment, education, criminal background information and driving record is required for this position.
