Summary Cont. in Add'l Info Section Responsibilities As a Financial Specialist within the Office of Accounting and Financial Management, some of your specific duties will include: Prepares procedures and guidelines on administrative accounting functions for use by program staff and technical personnel. Responds to audit inquiries and conduct walk-throughs on processes and samples requested by the Department Auditors; applies analytical skills to resolve issues found on (FM-01, SD-10) reports and works diligently with cost centers to make sure reports are correct and issues are cleared. Manipulates data exported from FBMS and BASIS+ and put into data or format understood by various audiences; responsible for reconciling Accounts Receivable balances and applying analytical skills to resolve issues. Drafts financial operating procedures for the USGS FOP Handbook, Survey Manual Chapters, and Instructional Memorandums; develops training presentations, tip sheets and standard operating procedures (classroom style or virtual). Serves as non-supervisory lead to the Financial Management Area Specialist and Receivables Management Specialist; serves as a business leader and subject matter expert on Financial Management processes and procedures. Qualifications Definitions: EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.) GS-13: Applicants must meet the following to qualify for the GS-13 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service. Examples of GS-12 level work include: preparing procedures and guidelines on administrative accounting functions; development of training presentations, tip sheets and standard operating procedures; presenting material to field users through formal training (classroom style or virtual); verifying accounting transactions with attention to detail to ensure data accuracy; providing problem-solving skills to address discrepancies or issues with accounts, funding, billing, and collections; possessing strong organizational skills to manage multiple tasks while prioritizing workload to handle high volume of transactions; resolving customer inquiries regarding financial matters; adhering to government regulations and guidelines related to financial transactions; serving as a technical specialist on budget execution; and developing, recommending, and implementing financial policies.
