About Financial Management Analyst

  Summary About the Position: This Financial Management Analyst position is located at Redstone Arsenal, AL with the US Army Space and Missile Defense Center (SMDC), Deputy Chief of Staff G-8, Program & Policy Division. Responsibilities Analyze multiple year financial management execution trends and develops predictive factors. Utilize accounting systems such as General Fund Enterprise Business System (GFEBS). Receive, allocate and manage distribution of allotment and funds execution at the Command level in General Fund Enterprise Business System (GFEBS). Analyze resource management control procedures to recommend and/or implement process improvements. Run daily command level program Status of Funds (SOF) Report; analyze anomalies and develop in coordination with program Action Officers get-well plans for under executing efforts. Communicate regularly with HQDA Army Budget Office (ABO), Army Futures Command (AFC), Assistant Secretary of the Army, Acquisition, Logistics and Technology regarding budgeting execution issues and responding to Congressional interest items. Provide guidance on financial management and possible reprogramming actions to support changes in program operations or funding. Provide budgetary guidance to SMDC Major Subordinate Elements (MSE), Key Staff, and G8 Budget Analysts on prior year, current year and budget year funding IAW fiscal law and policies. Develop and integrate SMDC's Research, Development, Test and Evaluation data for the monthly and quarterly Program, Budget, Advisory Council (PBAC). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience with Research Development Test & Evaluation (RDT&E) and Operations and Maintenance Army (OMA), planning, programming, and budgeting execution systems (PPBES); budget analyst, interpreting and implementing policies and regulations; labor and payroll execution processes within the GFEBS and development and design of financial and reporting systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Analysis Planning and Evaluating Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02/GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 11 - Comptroller Position Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.
