Summary About the Position: This Financial Management Analyst position is located at Redstone Arsenal, AL with the US Army Space and Missile Defense Center (SMDC), Deputy Chief of Staff G-8, Program & Policy Division. Responsibilities Analyze multiple year financial management execution trends and develops predictive factors. Utilize accounting systems such as General Fund Enterprise Business System (GFEBS). Receive, allocate and manage distribution of allotment and funds execution at the Command level in General Fund Enterprise Business System (GFEBS). Analyze resource management control procedures to recommend and/or implement process improvements. Run daily command level program Status of Funds (SOF) Report; analyze anomalies and develop in coordination with program Action Officers get-well plans for under executing efforts. Communicate regularly with HQDA Army Budget Office (ABO), Army Futures Command (AFC), Assistant Secretary of the Army, Acquisition, Logistics and Technology regarding budgeting execution issues and responding to Congressional interest items. Provide guidance on financial management and possible reprogramming actions to support changes in program operations or funding. Provide budgetary guidance to SMDC Major Subordinate Elements (MSE), Key Staff, and G8 Budget Analysts on prior year, current year and budget year funding IAW fiscal law and policies. Develop and integrate SMDC's Research, Development, Test and Evaluation data for the monthly and quarterly Program, Budget, Advisory Council (PBAC). Specialized Experience: One year of specialized experience which includes experience with Research Development Test & Evaluation (RDT&E) and Operations and Maintenance Army (OMA), planning, programming, and budgeting execution systems (PPBES); budget analyst, interpreting and implementing policies and regulations; labor and payroll execution processes within the GFEBS and development and design of financial and reporting systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
