DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Financial Analyst IV duties will include but are not limited to:
Provide financial, analytical, and administrative services to the Sr. Staff Analyst of Business Support Services.
Acts as liaison to assigned departments, areas, or agencies in handling financial activities, such as utility revenue, operating budget, and capital expenditures.
Maintains, monitors, and prepares monthly projections and analyzes budget activity and department objectives to prevent potential problems while conforming to administrative goals.
Perform complex financial analysis and resolve expenditure or revenue concerns by implementing alternative solutions.
Assists the Service Line in the effective discharge of responsibilities by furnishing analyses, appraisals, recommendations, and information concerning the activities and programs reviewed.
Developing, maintaining, and reporting on monthly and quarterly customer service, operating and financial metrics.
Compile and analyze data; interpret results and draw conclusions and make recommendations.
Expected to help cultivate new approaches for data analysis and presentation to service line leadership team.
Utilize SAP financial entries to analyze, reconcile and regularly notify appropriate stake holders including fiscal management service.
Act as a liaison to Customer Account Services related to internal and external audit inquiries by contacting appropriate area and compiling a response.
Development of nonroutine reports and presentations to Senior Management; use of current technology to produce, deliver, and distribute reports and analysis.
Reporting and analysis related to annual budget and quarterly forecasting process.
Prepares, edits and revises Department / Service Line correspondence, and procedures manuals.
Completes special projects as assigned regarding financial, administrative, professional, management and community issues and problems of simple to medium complexity.
May perform other departmental programs as assigned.
WORKING CONDITIONS
A portion of these duties will involve the ability to be detailed, speak and write effectively; otherwise, regular office atmosphere with occasional periods of stooping, bending, and lifting up 20 pounds.
This is a Houston Public Works position at the Tier II Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS:
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS:
Six (6) years of professional experience in finance, economics, budget analysis or a closely related field are required.
Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.

PREFERENCES
Preference will be given to candidates who display well developed analytical, critical thinking and problem-solving skills. Ideal candidate will possess an understanding of financial and budgeting concepts and will be advanced in Microsoft Office Suite. Preferred candidate will also have experience in the following skills:
SAP and Advanced MS Excel
Revenue accounting and auditing
Analytical financial operations’ research skill
Knowledge of municipal budgeting, accounting, and reporting procedures
Cost Allocation and daily accounting processing
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
