This position is physically located in the Marshall Islands in support of LOGCAP
The Sr. Finance Manager is responsible for daily duties related to financial operations and project specific accounting functions supporting the Kwajalein Task Order.
Responsibilities

Responsible for the management and supervision of the financial operation in accordance with current policies, regulations and directives as mandated by Generally Accepted Accounting Practices (GAAP), US Government Cost Accounting Standards (CAS), US Federal Acquisitions Regulations (FAR).
The mission responsibilities include management, monitoring and control of a variety functional areas to include Budgeting, Forecasting, Project Accounting, Project Controls, Payroll, Accounts Payable, Billing, Cash Flow Management, GL Account Reconciliations Financial Statements Preparation& Reporting, including those required to support contingency plans, budgeting and analysis of cost growth or under-runs.
Establish, control, and conform to approved financial budget for accounting and financial operations.
Develops strategic business plans and forecasts. Provides analysis on the financial status of the contract. Prepares and is responsible for the preparation of cost proposals and budget reviews.
Interfaces with multiple internal and external auditors. Ensures adherence to GAAP and FAR requirements. Interface with Contracts and Government representatives on day to day invoicing/billing issues/concerns.
Interfaces with HQ concerning their requirements.
Responsible for completion of monthly financial closing.
Responsible for monthly Earned Value Management System (EVMS) reporting in accordance with standard formats.
Oversees and reviews monthly detailed analysis of general ledger accounts to include all income statement and balance sheet accounts.
Provides oversight for payroll, accounts payable, general ledger and billing activities.
Ensures accounting records are balanced and accurate. Ensures the general ledger is reconciled to the cost ledger on a monthly basis.
Ensures compliance with Cost Accounting Standards. Ensures compliance with the Sarbanes-Oxley Act.
Maintains financial project orders and work instructions, developing new ones as required.
Responsible for the development of quarterly Estimate at Complete (EAC) updates in support of Revenue Recognition.
Ensures the timely and accurate completion of deliverables. to include annual forward pricing program fringe rate proposals, bi-weekly OT Forecasts, Quarterly OT Forecasts and related monthly analysis, monthly IPMR CDRL submission, monthly/quarterly CFSR CDRL submission, and quarterly financial statement program representation letter & transaction disclosure checklist review and approval.

Qualifications
Education/Certifications:
Two years related experience may be substituted for one year of education, if degree is required.
B.A. or B.S Degree in Business Administration with Major in Finance or Accounting required
Must be a U.S. Citizen
A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.
Experience:
10 years of experience with MBA or CPA preferred
Skills:
Understanding of Computerized Accounting and Job Cost Systems and Databases.
Understand of Earned Value Management System principals.
Advanced Excel user, able to motivate others and ensure deadlines meet.
Work in a fast paced environment and able to handle multiple priorities simultaneously
Supervisory Responsibilities:
Manage a staff of up to 50 people in sections that include payroll, general accounting, project accounting, estimating & pricing, accounts payable, financial planning and analysis, and Project Controls
Working Conditions:
Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
Includes some industrial production environment conditions as well.
Physical Requirements:
Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
