About Federal Grants Management Subject Matter Expert IV ( GM SMEIV)

  IMSolutions is looking for a Federal Government Grants Management Subject Matter Expert (GM SME IV) to join us at our client the National Oceanic and Atmospheric Administration (NOAA).

  This position is 100% fully remote - telework in the U.S.

  As a Grants Management Subject Matter Expert IV, you provide expertise or guidance in the subject matter areas of grants management and provide sound recommendations in solving complex grant accounting and financial problems. You support the updates of Federal grant policies and procedures by leveraging the in-depth understanding of the full grant lifecycle from solicitation and evaluation of applications to closeout and audit.

  These functions include:

  Providing a thorough analysis of extensive research and compilation of statistics for authorized government personnel, as required.

  Assisting and providing guidance to junior contractor staff members in writing narratives for grant proposals, reviewing grant letters, and preparation of Memorandums of Understanding (MOU).

  Confirming that junior contractor staff are maintaining audit files in accordance with regulations for program compliance.

  Providing expert assistance in conducting price analysis and negotiation and the appropriate use of funds.

  Participating in negotiations concerning complex grant awards; provides financial assistance and guidance on Grants and Cooperative Agreements; reviews grant applications for compliance with appropriate regulations; and prepares grant and cooperative agreement awards and amendments for authorized government personnel’s signature in compliance with appropriate regulations.

  Document, record, and administer related performance in accordance with the regulations and requirements.

  Relying on expert experience and judgment in planning and accomplishing goals, executing first-line responsibilities for projects or functions, and performing a variety of complex tasks with an exceptional degree of creativity and latitude.

  Ability to distribute and manage a high volume of workload proficiently and effectively.

  To qualify you have:

  20 + years of experience in direct Federal Grants Management is required to aid and assist in all phases of the Grants management process.

  MS/MA degree in a related field.

  Experience and comprehensive knowledge of laws, regulations, rules, policies, procedures, and methods governing the administration of Federal Grants, Cooperative Agreements, and awards,; Grants/assistance management processes and techniques consistent with sound business and industry practices; and financial methods, procedures, and practices to assess the financial stability of recipient of federal Grants or Cooperative Agreements.

  Experience in performing duties, independently and in accordance with instructions and pre-established guidelines.

  Demonstrated experience in performing administrative business, policy, and analytical work is required.

  Strong oral and written communication skills and customer service skills to build relationships with a wide range of internal and external clients and stakeholders.

  U.S. Citizenship or Foreign National with a work permit and residing in the U.S. for three (3) or more years.

  Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on their application.

  Base compensation range and benefits:

  $140,000 to $160,000 - Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.
