Responsibilities You will serve as a Facility Operations Specialist, responsible for the development and coordination/accomplishment of facilities management programs throughout the U. S. Army Sustainment Command (ASC). You will coordinate studies, plans, and programs required to achieve Master Plan objectives that includes mission changes, technological changes, Army directives, and changing standards of lifestyle. You will develop, analyze, determine, and prepare necessary solutions to correct real property deficiencies. Establishes short-and long-term plans for managing and acquiring real property efficiently. You will plan space use, moves, and space control. You will serve as the Assistant Building Coordinator and Facility Maintenance Coordinator. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes developing cost estimates and preparing building layouts to coordinate or plan facilities operations for programs and/or projects; analyzing proper plans for space management in an efficient manner. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Facilities Management Facilities Operations Management Facilities Procurement and Contract Management Facilities Reporting and Record-Keeping Project Planning, Design, and Construction Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) 18 Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Position may be filled as a term appointment NTE 3 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years. In accordance with applicable regulations, may be converted to permanent status without further competition at the discretion of management and if the incumbent meets the eligibility criteria for specific appointment authorities (i.e., Reinstatement, 30% Disabled Veterans, etc). Defense National Relocation Program will not be authorized. Further certification from this announcement may take place up to 90 days beyond the closing date of this announcement. This is an Obligated Position: An "Obligated" position is one to which an employee has statutory restoration rights or return rights based on having served an overseas tour(s). The former incumbent has return rights to this position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon return of the former incumbent. This position is NOT open to VEOA eligible applicants. Veterans Employment Opportunities Act of 1998 (VEOA) mandates that eligible veterans be given career or career conditional appointments.
