About Facilities Project Manager - Fac Mgt RAF South Campus - Mechanical / Electrical / Plumbing

  Ideal candidate will have the following:

  Experience with managing both small and medium type construction projects in both greenfield and occupied facilities. Familiarity with complex facility systems such as HVAC, high plume exhaust, building plumbing, compressed air, electrical systems, boilers, cooling towers, pumps, chillers, and other mechanical / electrical / plumbing components.

  Good understanding of project procurement processes including obtaining proposals, issuing PO's, and evaluating payment applications for vendors.

  Ability to read through and understand drawing documents and project specifications. Ability to develop small project specifications for contractors to utilize for bidding and scope.

  Ability to work collaboratively with both management and craft technicians to determine project scope and details.

  Ability to develop base cost estimates for future projects using industry standards or past projects for reference.

  Good written and verbal communication skills to provide concise updates on project activity to impacted stakeholders.

  Experience with or ability to learn Computerized Maintenance Management System used by Facilities Management (IBM Maximo) to both enter new information as well as extract data for project development.

  SUMMARY

  The primary purpose of the Facilities Project Manager (FPM) is for planning, organizing, directing, delegating and managing outsourced and in-house facilities maintenance, quick turnaround projects, and operations activities for the work units assigned. Support is to be provided at the MD Anderson TMC sites, which includes clinical, research, administrative and utilities generation facilities. The FPM provides technical and program management support and is expected to exercise independent judgment, initiative, and the ability to make decisions relative to the support needs of the Facilities Management O&M teams.

  JOB SPECIFIC COMPETENCIES Project Management Possess knowledge of the construction processes, project scope development and technical assessment of complex building systems. Conducts facilities condition reviews and assessments with clinical and research leadership to develop a long-term strategic plan to update finishes, furnishings, and other aesthetic components. Conducts facilities equipment condition reviews and assessments with Research and Administration Operations and Maintenance team members (examples of building equipment - air compressors, vacuum pumps, air handling units, exhaust fans, boilers, water softeners, reverse osmosis systems, chilled water generating systems, etc.).

  Conduct regular job site inspections to ensure compliance with project scope, schedule adherence, site work rules, and quality of work.

  Develops required project funding paperwork and manages all purchase requisitions, change orders, and vendor payments using standardized systems and processes.

  Guides and manages the Project Team (Customers, General Contractor,

  Vendors, internal resources and Facilities Management Division groups) to yield productive actions through conflict management and use of good written and verbal communication to ensure a successful project completion.

  Collaborates with various clinics and labs to coordinate access for aesthetic refresh projects. Develop a long-term strategic plan, in collaboration with Facilities Planning Design and Construction, to update finishes, furniture and other aesthetic components.

  Responsible for contract closeout requirements, warranty response information, final acceptance documents, one-year warranty claims, equipment asset list, set up Preventive Maintenance (PM), PM task sheets, PM frequency, etc.

  Supports emergency repairs by vendors when needed. Participates in the emergency management efforts for the South Campus O&M team when required.

  Compliance/Regulations

  Manage contractual compliance and relationships for the assigned projects. Defines & implements contractual and financial strategies.

  Work collaboratively with Supply Chain Services in the preparation of necessary documentation on procurement contracts, RFP's and awarding work.

  Documentation/Recordkeeping

  Develops and manages project documentation, record keeping, financial and activity status reports that are accurate, up-to-date, clear and complete in support of the decision making, issue solving and informing processes of a project.

  Ensure that the project documentation records are organized and stored properly. Utilize the FM Division's CMMS (Maximo) for documentation of work managed and completed for deferred maintenance that is budgeted and contracted out.

  Maintain a dashboard of all active projects, including daily log for each project, clearly identifying progress, obstacles, milestones, stakeholders, and other relevant project information. Provide periodic project progress reports for clinical, research clients and Operations and Maintenance staff and schedule meetings as necessary for effective and efficient communication.

  Bachelor's degree in Construction Management, Construction Science, Architectural Engineering or related field. Three years of project management/construction management experience. May substitute required education degree with additional years of equivalent experience on a one to one basis.
