About Facilitator for Unlocking Housing Production Commission

  The Unlocking Housing Production Commission has been charged with: 1) Examining state and local legislation, regulations, and practices that influence the development of housing and analyzing the ways in which they can be revised to increase the supply of housing; (2) assessing how state zoning, building, sanitary, fire, subdivision, and environmental laws could be clarified to avoid interpretations that unnecessarily or intentionally impede the development of housing; and (3) compiling actionable recommendations in a report for the Governor and Lieutenant Governor. The Facilitator for Unlocking Housing Production Commission will lead discussion/negotiations among commission members on how state and local laws, regulations, and practices could be revised to increase the supply of housing that is affordable across a wide range of incomes and available throughout a broad spectrum of neighborhoods. The committee will meet twice monthly and deliver recommendations in a final report to the Governor and Lieutenant Governor by the end of this year. _AGENCY MISSION:_ The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. * * _Duties:_ • Meet one-on-one with each commission member to better understand their perceived top challenges to housing production and potential solutions. • Set meeting agendas and lead discussion among commission members. • Work with commission members to reach consensus on proposed policy recommendations for increasing housing production. • Work with EOHLC staff to synthesize feedback in a written report for the Governor and Lieutenant Governor. * * _Expected Time Commitment:_ • 8-12 hours of work per month (over 10 months). • Lead 2-hour twice monthly meetings. • Complete 4-8 hours of additional work in between meetings (e.g., meeting with commission members, engaging with EOHLC staff, setting meeting agenda). _PREFERRED QUALIFICATIONS:_ 1. Extensive knowledge about zoning/regulatory challenges and potential solutions. 2. Current familiarity with the Massachusetts housing ecosystem. 3. Extensive experience facilitating discussions across a broad range of senior leaders within stakeholder groups. 4. Extensive experience leading negotiations and reaching consensus among groups with differing views. _EXTERNAL COMMENTS:_ This is a contractor position. The hourly rate for this position is between $67.88and $104.55 per hour. The estimated contract start date is 01/21/24 with a contract end date of 12/28/24. The contract may be extended based on availability of additional funding. Benefits are unavailable with the exception of sick leave accruals. All employees are paid on a biweekly basis and must have direct deposit. State and federal taxes will be withheld. In addition the contractor must participate in the Alternative Retirement Program mandated by federal law. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth’s website. _MINIMUM ENTRANCE REQUIREMENTS:_ Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
