  Minimum Qualifications Seven years of experience* in equal opportunity, diversity and inclusion, or human rights. At least one year of the experience must have been at a supervisory level; OR one year of State service in an equal opportunity, diversity and inclusion, minority business, employment compliance, human resources, or training position allocated at or above Grade 18.*Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members. Substitutions: Associate degree may substitute for two years of the nonsupervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.

  Duties Description The incumbents are responsible for assisting in the development and coordination of the strategic direction for the acquisition and retention of NYS Thruway Authority (Authority) employees, including from non-traditional and diverse sources, such as minority communities and mid-careerists. Additionally, the incumbents will assist in discrimination investigations, and oversee the Reasonable Accommodation program. Duties will include, but not be limited to the following:• Communicate Authority goals and objectives to executives and advisemanagement on diversity and inclusion, and equal opportunity matters.• Run reports and analyze data to produce reports related to diversity and inclusion, and equal opportunity programs.• Participate in all recruiting/talent acquisition activities, including but not limited to job fairs, college visits, and social media marketing. • Assist in the development of internal communications plan to build awareness and understanding of diversity efforts. • Research and develop opportunities to recruit, retain, and promote a diverse workforce, including the use of social media presence and web-based recruitment tools.• Promote employment opportunities to non-traditional and diverse target communities in collaboration with the Bureau of Personnel.• Produce reports related to Authority diversity and inclusion, and equal opportunity programs.• Train Authority employees on equal opportunity issues related to employment.• Participate in candidate selections and interviews to ensure that equal opportunity and diversity is considered in the selection process.• Develop relevant programming to enhance employees’ cultural awareness.• Integrate diversity and inclusion, and equal opportunity activities into coreAuthority recruitment processes, evaluate the effectiveness of such processes and develop and institute corrective actions. • Build mechanisms to influence broader diversity sourcing efforts and pipelines across the sourcing teams, leveraging non-conventional routes.• Assist in the development of networks both internally and externally in the organization to identify key talent and build ongoing pipelines for a diverse workforce.• Assist in creating an external network of diversity and recruitment contacts and vendors.• Investigate discrimination complaints from employees, stakeholders, and various other clients of the Authority.• Establish relationships and meet regularly with advocacy groups.• Oversee and make determinations on all Reasonable & ReligiousAccommodations pursuant to applicable Federal and State laws.• Perform full range of supervisory responsibilities.Travel may be required.

  Additional Comments This appointment is temporary pending Civil Service Commission approval for the non-competitive classification of this position.Free onsite employee parking. Some of the benefits provided to Management Confidential (M/C) Thruway Authority employees include:Health Insurance and Prescription Drug Coverage.Dental and Vision Coverage.13 Paid Holidays, 4 of which are floating holidays, which are credited in July each year for use from July 1st through June 30th.Vacation, Sick and Personal Leave Accruals.Eligible to exchange up to 5 days of their accrued vacation credits for cash compensation. Also eligible to exchange a maximum of 5 additional days for a total of 10 days if they have a vacation accrual balance of at least 35 days.Employees who maintain a continuous sick leave balance of 165 days may be eligible for sick leave incentive compensation. Employees with less than 165 days may be eligible for a prorated incentive payment.Health insurance opt out program is available, eligible employees will receive compensation for participating in this program.Sick Leave at Half Pay eligibility if requirements are met.Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.Paid Family Leave benefit, which provides job-protected paid time off for covered family leave.Disability Benefits Program which provides disability benefits for an off the job injury or illness.Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.Tuition Assistance Program which reimburses 90% of tuition costs for approved courses up to 15 credit hours per year.New York's 529 College Savings Program which provides New York families with a tax-advantaged way to save for college.Flexible Spending Program, which allows employees to set aside pre-tax payroll deductions for eligible health care and dependent care expenses.Employees with 20+ years of State/Authority service may receive up to an additional five days of vacation leave accruals annually.Longevity Pay: Employees with five years of satisfactory service at or above the maximum salary of their grade will be eligible to have salary advanced to the First Longevity, 10 years of satisfactory service will advance to the Second Longevity, and 15 years of satisfactory service will advance to the Third Longevity.
