Job Title: Quality Assurance (QA) Lead VBME (site)
SEM-Hatch is a joint venture between Hatch Ltd. and Sikumiut Environmental Management Ltd. providing engineering, construction and project management services in the province of Newfoundland & Labrador. SEM-Hatch is performing Engineering and Project Management Services for the Voisey’s Bay Mine Expansion project. This mine expansion project is expected to produce about 40,000 tonnes of nickel per year and extend the life of the Voisey’s Bay operation until at least 2032.
We are interested in receiving resumes for Quality Assurance Lead (QA Lead) . This is a site project term position on a 2 week in 2 week out rotation, with 12 hour long shifts. The site is accessed via air from designated pick-up points in Newfoundland and Labrador. The QA Lead has the overall responsibility of ensuring that equipment/work is inspected in accordance with project requirements and together with the Quality Manager and the Field Engineering Manager coordinate matters pertaining to quality control, inspection and testing. This role reports to the Project Quality Manager.
Key Responsibilities:
The QA Lead will work closely with the Site Construction Managers to assure that all inspections are carried out in a timely manner and that the project documentation is turned over correctly and on time
In addition to the inspectors’ duties listed below the QA Lead will assist the Quality Inspectors with any issues related to their work that my need further resolution
Assure that vendors’/contractors’ quality plans and procedures are available and up-to-date
Evaluate and approve contractors’ ITPs
Participate in kick-off meeting ensuring quality requirements are clearly understood by vendors/contractors
Carry out inspections, pre-commissioning and performance testing as required by the ITPs or documented method statements/procedures
Review vendors/contractors inspection and test certifications, records and data files for conformance
Participate in site materials receiving inspections. Assure that management, delivery, receipt, inspection, storage and issue of material and equipment is executed in accordance with the project requirements
Attend any Inspection points identified on the ITP and sign off on any Hold/Witness points where tasks are carried out satisfactorily
Compile inspection reports immediately after an inspection and initiate Non-Conformance Reports (NCRs) where necessary
Ensure that non-conforming products are clearly identified and quarantined
Check that corrective actions have been performed
Maintain the site NCR Register
Ensure that nonconformance and concession requests, if applicable are resolved and cleared prior to release of equipment/work
Ensure that all inspection, measuring and testing equipment used by the vendor/contractor is calibrated and traceable to a national standard
Review and approve quality control data packs from vendors/contractors and issue inspection release
Prepare and maintain the vendor/contractor site audit schedule
Conduct vendor/ contractor audits as per the approved schedule
Carry out pre-commissioning verifications and interface during punch listing. Assure that all punch list items have been signed off
Provide support to the discipline supervisors in coordination of technical queries
Liaise with the Project Quality Assurance Manager and Field Engineering Manager for site inspection activities
Work closely with vendors/contractors and site personnel to ensure project compliance with the approved documents
Attend weekly progress meetings with the project site personnel
Attend daily/weekly progress meetings with contractors
Provide input into standard for Approved Inspection Authorities (AIA).
Review/Approve Manufacturer’s Data Reports (MDR)
Other related duties as required
Qualifications and Experience:
Completion of post-secondary education in an engineering environment or related field; combined with 10 years QA/QC experience as a Quality Lead in a large scale construction project environment is required
Appropriate qualification related to the type of inspections to be conducted
Ability to work with vendors/contractors and develop good working relationships
Ability to work under pressure and multi-task
Must be familiar with ISO 9001
Excellent verbal and communication skills, Good analytical skills
High attention to detail
Report writing skills with an intermediate level of computer skills including MS Office
Knowledge on ISO 14001 and OHSAS 18001 is preferred
Quality control and inspection experience with respect to fabrication and construction will be recommendable
Knowledge of engineering, procurement, document control, change management, project controls, safety, environmental, industrial relations, construction, resource and risk management is an asset
Quality assurance experience with respect to project compliance and adherence to procedures and policies is favorable
Experience with Provincial Boiler and Pressure Vessel Authorities is preferred
EPCM exposure would be an asset
