  Program Overview:

  The Office of Resilience and Coastal Protection (ORCP) is looking to fill a full-time Engineering Specialist III. This position is assigned to assist in coordinating the processing of applications submitted for permits pursuant to Chapter 161, F.S., for construction in the coastal area of the state. The position provides assistance to and coordinates with the other sections and program areas of the Division in pursuit of the overall mission to preserve, restore and protect the beaches and coastal systems of Florida. The position works under the supervision of a licensed engineer and is assigned to review applications that involve impacts to native dune vegetation and topographic alteration and impacts to coastal processes from vegetation removal or alteration. Provides review and consultation to the environmental and engineering staff on applications submitted for coastal construction control line permits. Ensures compliance with the Deputy Secretary/Regulatory Program's rules, regulations, and policies pertaining to Chapter 161, F.S.

  Your Specific Responsibilities:

  In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

  Assist in the processing of applications submitted for permits pursuant to Chapter 161, F.S., for construction in the coastal area of the state. The position provides assistance to and coordinates with the other sections and program areas of the Division in pursuit of the overall mission to preserve, restore and protect the beaches and coastal systems of Florida.

  Plans and conducts environmental reviews of consultations and applications for construction control line permits. Reviews and analyzes site development, landscaping, and grading plans and specifications for property development, and makes recommendations in accordance with the accepted environmental protection principles and with the agency's rules, regulations, and policy. Ensures appropriate follow-up on permit compliance issues. Assists the agency and local governments in the implementation of contingency plans for handling shoreline emergencies and assists local government officials in implementing emergency measures for shoreline protection. Providing technical assistance to other sections of the Division and the Department on coastal and environmental issues.

  Represents the section and the Department as necessary at meetings with local, state, and federal representatives, at meetings with applicants, and at public hearings. Conducts on-site inspections to determine the most appropriate method of establishing and maintaining shoreline stability and protection pursuant to applications and requests received by the agency. Performs emergency response duties when assigned including emergency travel to impacted areas.

  Required Knowledge, Skills, and Abilities:

  Knowledge of basic biological and ecological principles, site development, and environmental regulatory practices.

  Skilled in writing and oral communications.

  Applying basic site plan review concepts.

  Use database management and word processing software.

  Ability to read construction plans and documents, topographic surveys. interpret applicable rules and design codes.

  Time management and decision skills are essential.

  Work with infrequent supervision.

  Work well with public and co-workers; perform assigned duties in timely manner.

  Ability to conduct field inspections.

  Ability to travel and maintain a valid driver’s license.

  Required Qualifications:

  Bachelor’s degree in environmental science or one of the natural sciences from an accredited university or college; or any combination of post-secondary education or verifiable related experience, as described above, for a total of 4 years.

  Valid driver license

  Preferred Qualifications:

  At least three years of related professional experience
