The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.
Title of Position: Environmental Specialist II
This position serves as the Migrant Labor Camp Coordinator for Hillsborough County. The incumbent will primarily perform compliance field inspections and report writing.
Your Specific Responsibilities:
This position’s primary responsibility is to coordinate the department’s Migrant Labor Camp program. This entails communicating with the public through written correspondence, verbal communication, and field inspections and investigations. This is a highly specialized position with the Department that requires minimal supervision. The incumbent of this program is responsible for all aspects of the Migrant Labor Camp inspection program. Strong communication skills are a must, as this position is required to ensure compliance with state codes and statutes to protect the public’s health, provide program information, answer client questions, and explain policies. Applicant should be detail oriented, highly organized, able to multi-task, have good time management skills, and be skilled in the use of a personal computer and Microsoft Office applications.
Coordinate Migrant Labor Camp program .
Inspect migrant labor camps, monitor operations, and perform field evaluations and investigations to determine compliance with regulatory requirements.
Respond to requests for migrant labor camp permitting; notify interested parties of program requirements; provide applications and other necessary documents to applicants; issue permits; and collaborate with personnel and organizations involved with farm worker housing issues.
Perform well inspections and collect water samples at migrant labor camps.
Required Knowledge, Skills, and Abilities:
Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
Knowledge of public health principles.
Knowledge of data collection and analysis principles and procedures.
Skill in performing Environmental Health field inspections.
Skill in providing excellent customer service.
Ability to collect, evaluate, analyze, and interpret scientific or technical data.
Ability to prepare technical reports.
Ability to use personal computers.
Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs.
Ability to deal with the public in a tactful and courteous manner.
Ability to work independently.
Ability to plan, organize and coordinate work assignments, and effectively manage time.

Qualifications:
Minimum:
At least three years of experience conducting health inspections for a public health agency.
One year of experience performing outdoor field work in all weather conditions.
Must have a valid Florida driver’s license.
Must have transportation available to perform inspections throughout Hillsborough County.
Preferred:
Bachelors’ Degree from an accredited college or university with at least 30 semester hours or 40 quarter hours of major coursework in environmental health, public health, environmental science, or a physical or biological science. (Transcripts required.)
Experience performing migrant labor camp inspections for a public health agency.
Bilingual fluency in English and Spanish is strongly desired.
Current certification to perform Onsite Sewage Treatment and Disposal Services (OSTDS) for the Florida Department of Health is strongly desired.
