About Environmental Protection Specialist

  Summary This position is located in Glen Canyon National Recreation Area, in the Planning and Compliance Division. This announcement has been extended to 02/05/2024. Responsibilities The Environmental Protection Specialist provides oversite and leadership of the Planning and Compliance Division at Glen Canyon National Recreation Area. The Incumbent will supervise up to four team members and will report to the Chief of External Affairs. Major duties include, but are not limited to: Participates in policy development, development of recommendations, and implementation of proposed actions associated with environmental impact studies, special projects, legislation, etc. Ensures that all environmental quality matters are fully considered; local, state, and Federal regulatory requirements are identified and adhered to; and that a compliance program is developed and implemented. Presentation of recommendations to park management, the public, Federal, state, and local officials, and/or private organizations. Develops an effective environmental program based on the literature reviews while interfacing with NPS mission and priorities. Prepares briefing documents, reports, etc., and presents them to higher authorities in either verbal or written form. The incumbent is responsible for managing compliance with the National Environmental Policy Act (NEPA) and other federal environmental legislation. The incumbent manages the production of NEPA documents and functions as the overall compliance coordinator managing all aspects of the compliance process for the park. Analyzes data and prepares reports on responsiveness of environmental plans and projects to be implemented within the program. Reviews and analyses techniques used to study the parks environmental status and the effectiveness of planned and ongoing environmental protection solutions. Acts as project manager or team leader for preparation of environmental documents for projects that can potentially affect park resources and values. As necessary, develops innovative or improved methods or techniques to address conflicts between scientific resource information and policy requirements. Coordinates with Department of the Interior, Office of Environmental Policy and Compliance (OPEC); Environmental Protection Agency; appropriate State agency and other federal resource and regulatory agencies and non-government entities regarding environmental issues, especially compliance with NEPA. Physical Demands: Work is primarily sedentary in an office environment but may require limited physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Operation of and travel within motor vehicles is required. Working Conditions: Most of the work is performed in an office setting with some travel to attend meetings, conferences, workshops, or for field inspections. The work can occasionally involve moderate risks, discomforts, and unpleasantness such as exposure to dust, hot, and dry weather extremes; and flights in small aircraft, including helicopters. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee and/or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-02/05/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include, but are not limited to: Applying concepts and methods of environmental protection work; interpreting plans and National Environmental Policy Act (NEPA) laws, regulations, policies, and guidance for land and resource management programs; providing advice to the National Environmental Policy Act (NEPA) practitioners and park or regional leadership regarding the application of National Environmental Policy Act (NEPA) laws regulations, policies, and guidance to environmental compliance activities; reviewing environmental documents, including National Environmental Policy Act (NEPA) documents to ensure legal sufficiency and compliance with applicable laws and regulations; working with public land resource values, Issues, or controversies; and using computerized database systems to track projects, conduct public involvement, and analyze data. You must include hours worked per week on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level of this announcement. Additional Information Area/Housing Information: This position is located at Glen Canyon National Recreation Area, on the Arizona-Utah border. Page overlooks beautiful Lake Powell which offers boating, associated water sports, hunting, recreation, and fishing, as well as river running on the Colorado River above and below Lake Powell. The surrounding land offers beautiful red rock country for hiking and backcountry wilderness activity. Page is at the hub of the Grand Circle, containing America's largest concentration of national parks and monuments, such as Grand Canyon, Zion, Capitol Reef, Bryce Canyon, Arches, Canyonlands, Grand Staircase Escalante, and the Flagstaff Area Monuments. Page offers normal small community amenities such as airport, shopping, medical, and dental facilities, schools K-12 and college courses available through the local Community College. Elevation in Page is 4300 feet above sea level and the weather is high desert sunny days, cool nights, and low humidity. Home purchases are available in the area. Government housing may be available by a bid process. Salary Range: A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Additional Selections: This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Telework: The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Federal employee who is transferring to the National Park Service from another component, bureau or Federal agency and who does not meet the conditions under 5 CFR §575.102 is not eligible for a recruitment incentive. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
