About Environmental Protection Specialist

  Summary This position is located with Bonneville Power Administration, in the Environmental Planning and Analysis (EC) organization of Environment, Fish, and Wildlife (E). A successful candidate in the Environmental Protection Specialist position will provide a wide range of high level regulatory, scientific, and policy analysis within the environmental arena. Responsibilities As an Environmental Protection Specialist, you will: Serves as an expert Environmental Protection Specialist responsible for ensuring timely preparation and the adequacy, accuracy, and consistency of environmental analyses and related decision documents, such as Environmental Assessments/Findings of No Significant Impact and Environmental Impact Statements/Records of Decision for complex, novel, and/or controversial agency proposals. Serves as Contracting Officer Representative (COR) for contracts and prepares scopes of work and monitors contracts for compliance. Project Manager responsible for the overall management, control, coordination, and execution of new policies and procedures and program administration. Provides technical advice on environmental policies, statues, laws, standards, directives, and regulations. Ensures consistency with various laws, regulations, Executive Orders and guidelines related to the protection of natural, environmental, cultural, and social resources (e.g. National Environmental Policy Act, the Endangered Species Act; the Clean Water Act, the Clean Air Act, the National Historic Preservation Act, and so forth). Develops and maintains productive working relationship with various groups/ Individuals (e.g., Federal/State Environmental Protections Agencies, Indian Tribes, local/municipal governments, contractors, etc.) internal/external to Bonneville to perform their function. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: applying knowledge of federal, state, and local environmental laws regulations, directives, policies, and procedures (e.g., National Environmental Policy Act, the Endangered Species Act; Clean Water Act, National Historic Preservation Act, etc.) to (a) lead the analysis of a program or project's impact and assessment on fish and wildlife in order to recommend mitigation or enhancements measures; and (b) collaborate with multiple stakeholders in the development of Environmental Assessments, Environmental Impact Statements, and other technical documents. There is no substitution of education for experience at the GS-13 level. Accountability Influencing/Negotiating Oral Communication Project Management Stakeholder Management Written Communication "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work is a mixture of office related work and outdoor field work. The office work is sedentary, although some slight physical effort may be required in stooping, kneeling, bending, etc. Office work occasionally requires extended time seated and working at a computer terminal. Occasional field work may necessitate walking on uneven terrain in dense brush and trees or in wet slippery conditions. Field work may require working in a variety of weather conditions, including rain, snow, fog, and sun. Proper clothing, boots, and other protection may be required. The work may require lifting objects weighing 15-20 pounds. Work is sometimes performed in rough terrain. Working Conditions: Office work is typically performed in an adequately lighted and climate-controlled office. Field work may be necessary in inclement weather and in a wide range of temperatures. Work may require travel via car, airplane, 4WD, or helicopter to work locations and occasional overnight travel to remote parts of the service area. Field work locations may be in close proximity to high voltage transmission lines and substations. The employee must at times perform work in inclement weather. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
