The Work You Will Do:
The Environmental Consultant will be working in the Submerged Lands & Environmental Resources Coordination (SLERC) Program. The SLERC Program is responsible for the consistent implementation of the State 404 and Environmental Resource Permitting (ERP) programs statewide as authorized in Part II of Chapter 373 and Part IV of Chapter 403, Florida Statues and set forth in Title 62, Florida Administrative Code.
The ERP Program regulates activities in, on or over surface waters or wetlands, as well as any activity involving the alteration of surface water flows.The State 404 Program regulates dredge and fill activities under Section 404 of the Clean Water Act. This position shall serve as the primary processor of State 404 permit applications and 404 compliance/enforcement of state transportation projects located in the northwest region of the state.The incumbent will also work collaboratively with the 404 state transportation counterparts located in the Division of Water Resource Management and other DEP District offices to identify improvements and consistency initiatives that can be implemented within the Program and to assist each office with state transportation projects. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standard of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of these positions.
The northern region of the state includes transportation projects occurring within the Department’s northwest and northeast offices which cover 35 counties. Routine travel is required to project sites, training sites, meetings, and conferences. Field evaluations will take place under all types of weather conditions and may involve traversing rough terrain. The selected incumbent will be located in either the Department’s Tallahassee Headquarters, Northwest, or Northeast office.

Where You Will Work:
The position will be located in either Tallahassee, Pensacola, or Jacksonville. The Northwest District office is located along the Gulf Coast in Pensacola, Florida. The Northwest District serves 16 counties in the Florida panhandle including Bay, Calhoun, Escambia, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Okaloosa, Santa Rosa, Wakulla, Walton and Washington. The Northwest district has three offices located in Pensacola, Panama City and Tallahassee; this position will be located in our Pensacola office. The Northeast District office is located in Jacksonville, Florida. The Northeast District office serves 19 counties in north Florida including Alachua, Baker, Bradford, Clay, Columbia, Dixie, Duval, Flagler, Gilchrist, Hamilton, Lafayette, Levy, Madison, Nassau, Putnam, St. Johns, Suwannee, Taylor and Union.

Pay:
$51,320.27 - $56,700.00/annually (Commensurate with experience)
Your Specific Responsibilities:
Implements the State 404 permitting program as it applies to state transportation projects.
Performs technical reviews of permit applications; identifies environmental impacts associated with proposed activities; assesses wetland functions, reviews mitigation plans; assists in the resolution of environmental issues.
Writes Requests for Additional Information, proposed agency actions, technical staff reports, and other correspondence clearly and professionally as needed.
Updates permitting data/records in all applicable data management systems.
Performs site inspections and prepares inspection reports.
Drafts compliance and enforcement documents
Reviews construction site monitoring reports for compliance with permit conditions
Actively participates in the Efficient Transportation Decision Making (ETDM) reviews and provides comments and recommendations to FDOT in a timely manner.
Actively participates and coordinates with other members of the Environmental Technical Advisory Team (ETAT) related to state transportation projects.
Attends meetings, trainings, workshops, and conferences as needed.
Receives and maintains DEP Certified Wetland Evaluator (CWE) status.
Establishes and maintains positive and productive working relationships with agency colleagues, water management district, and Transportation staff.
Accurately tracks, logs, and submits time and expenses to FDOT for reimbursement in a timely manner.

Required Knowledge, Skills, and Abilities:
Knowledge of physical and natural sciences relative to environmental resources and water quality
Knowledge of rules and statutes governing the regulatory and proprietary programs of the state
Knowledge of computers and the Microsoft suite of applications

Required or Preferred Qualifications:
Bachelor’s degree from an accredited university or college and three years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of seven years.
Preferred:Several years of experience related to the Environmental Resource Permitting (ERP) Program (permitting, compliance, enforcement, and state lands) or similar state or Federal dredge and fill program experience.
Preferred: Experience with Florida’s Delineation of the Landward Extent of Wetlands and Surface Waters rule, Chapter 62-340, Florida Administrative Code.
Preferred: Experience with Florida’s Uniform Mitigation Assessment Method rule, Chapter 62-345, Florida Administrative Code.
Preferred: Experience with the Efficient Transportation Decision Making (ETDM) and Transportation Development Process.
Preferred: Experience with reviewing state transportation projects or similar large linear-type projects.
Preferred: Experience with the rules and statutes governing the State’s regulatory and proprietary programs.
