  How your work would contribute to our organization and the Twin Cities region:

  The Environmental Compliance Manager is responsible for leading the Environmental Compliance business system in Environmental Services, a division of the Metropolitan Council. This system is made up of people, processes, and tools to support Environmental Services collaborating effectively to meet environmental regulations, mandates, and goals, and to maintain the trust of regulators and stakeholders. The Manager oversees and coordinates work among departments and manages the work of the Environmental Compliance department.

  What you would do in this job

  Lead efforts to establish, maintain, and update Environmental Services compliance strategies, including but not limited to water quality and air quality strategies.

  Work with planning, treatment services, capital, and process engineering to evaluate options and establish strategies.

  Work closely with the Council’s Office of General Counsel on legal issues.

  Coordinate work among departments within Environmental Services to ensure internal clarity and transparency of business processes and roles and responsibilities to achieve divisional desired outcomes.

  Serve as subject matter expert on ES’s Environmental Compliance requirements (regulations, mandates, and goals).

  Track and communicate new and changes to environmental regulatory requirements, mandates, and goals that affect Environmental Services.

  Partnering with the planning system leads to coordinating work integration among the environmental compliance and planning systems. serve as subject matter expert on ES’s Environmental Compliance requirements (regulations, mandates, and goals).

  Identify improvement opportunities and coordinate continuous improvement exercises to support Environmental Services’ ongoing success in achieving environmental compliance and maintaining the trust of stakeholders and regulators.

  Ensure accurate, consistent, and transparent environmental compliance reporting (internally and externally).

  Maintain working relationships with regulators and partners, connecting with ES staff as appropriate.

  Coordinate Environmental Services conversations with environmental compliance external stakeholders.

  Collaborate with Environmental Compliance department staff to set department priorities.

  Manage and support the success of staff in the department being subject matter experts, leading coordination of cross-functional business processes.

  What education and experience are required for this job (minimum qualifications)

  Any of the following combinations of professional experience in environmental compliance, including experience working with National Pollutant Discharge Elimination System (NPEDS) requirements, and completed education (degree field of study in Environmental Science, Environmental Science, Biology, Chemistry, Law, or closely related field):

  High school diploma/GED with eleven (11) years of experience including three (3) years of experience in management, or supervision.

  Associate degree with nine (9) years of experience, including three (3) years of experience in management, or supervision.

  Bachelor’s degree or higher with seven (7) years of experience, including three (3) years of experience in management, or supervision.

  What additional skills and experience would be helpful in this job (desired qualifications):

  Subject matter expert in Environmental Compliance.

  Demonstrable knowledge of Federal and State laws and regulations related to air and water: Clean Water Act/National Pollutant Discharge Elimination System (NPDES), National Ambient Air Quality Standards.

  Demonstrable knowledge of state biosolid land application regulations.

  Demonstrable knowledge of environmental sustainability goals that are used in the public and private sectors. Specifically relating to government entities in Minnesota.

  Certifications/licenses in environmental compliance and wastewater operations areas such as biosolids, stormwater, hazardous material, etc.

  Demonstrable knowledge of public sector organizational practices, specifically those relating to public sector utility function. Specifically relating to Minnesota B3 Building, Benchmarks, and Beyond.

  Experience applying systems thinking and managing/coordinating with those who do not directly report to you.

  Experience negotiating with environmental regulators.

  Experience with contaminated site cleanups, the MPCA voluntary investigation and cleanup program, and Federal and State superfund laws.

  Experience with land and air permitting issues.

  Experience working with diverse populations of internal and external customers.

  What knowledge, skills, and abilities you should have within the first six months on the job:

  Knowledge of existing and schedule for renewal of Environmental Services water quality and air quality permits.

  Knowledge of internal , cross-departmental roles and responsibilities associated with supporting Environmental Compliance success in complying with environmental regulations, mandates, and goals.

  Basic knowledge of technology systems used within Environmental Services (LIMs, WAM, etc.)

  Knowledge of Federal and State statutes and rules related to air and water regulation: Clean Water Act/National Pollutant Discharge Elimination System (NPDES).

  Knowledge of environmental sustainability goals that are used in the public and private sectors.

  Knowledge of public sector organizational practices, specifically those relating to public sector utility function.

  Knowledge of managerial principles and practices including financial management, budget preparation, administration, record retention, workforce development and retention, and strategic planning.

  Knowledge of project management practices and Continuous Improvement principles and techniques.

  Skills with technology (Microsoft Office suite, Wastewater (ww) modeling, data analysis).

  Skills in leadership and demonstrable competencies in the area of customer service and communication.

  Skills in reading, interpreting, and applying regulatory documents.

  Skills in oral communication, persuasion, collaboration, decision-making, and problem-solving.

  Skills in business writing specifically external correspondence, writing procedures, and work instructions, and reviewing and editing the written work of staff as needed.

  Ability to effectively communicate across all levels of the organization and with external partners and customers.

  Ability to manage multiple assignments, functions, projects, and initiatives simultaneously.

  Ability to problem-solve.

  Ability to mentor and coach employees while fostering a positive work environment.

  Ability to optimize resources and develop and implement new initiatives through strategic planning.

  Ability to successfully collaborate with staff in the Environmental Compliance Department to develop annual performance goals.

  Ability to receive and provide constructive feedback, acknowledge, and learn from mistakes, and listen to understand others.

  Ability to forge professional relationships with internal water unit staff and the Environmental services division.

  What your work environment would be:

  Work is generally performed in a standard office setting. May require travel between the primary work site to other sites. The environment may be hot, cold, dirty, and/or dusty. Occasionally may be required to work evenings and weekends.

  Physical Requirements

  Occasionally requires field inspection, ladder and stair climbing, and walking. Appropriate safety equipment must be used. Some positions require working outdoors in inclement weather, swimming, and ability to push, shove and lift.
