[JOB OVERVIEW: [The purpose of this position is to ensure that all post-construction storm water management facilities and outfalls meet and are being preserved and maintained to St. Charles County specifications, standards, and codes and County waterbodies and storm sewer systems remain free from non-stormwater discharges/pollutants per the Countys approved MS4 Permit and Stormwater Management Plan. Inspects existing stormwater post-construction stormwater management facilities (SWMF) for continued maintenance and operational performance.```{=html}
```- Investigates complaints involving Illicit Discharge Detection and Elimination (IDDE) including sampling and testing simple water quality parameters, contracting with professional services when additional sampling and testing is required, and remediating any illicit discharges.

```- Performs annual dry-weather inspections of publicly maintained stormwater outfalls to Waters of the State.

```- Performs Technical Assistance Visits to private properties to inspect and advise on private stormwater and erosion issues.

```- Performs inspections and prepares inspection reports and letters for performance guaranty releases and acceptance of SWMF improvements.

```- Meets with HOA groups, property management groups, and business owners to explain maintenance responsibilities, regulations, and County procedures for SWMF maintenance upon approval of construction.

```- Investigates complaints regarding SWMF maintenance. Discusses situations with involved parties and reports results to supervisor.

```- Coordinates enforcement of corrections and penalties for violations of the SWMF maintenance and IDDE ordinances.

```- Answers question and provides training and educational opportunities for students, public, developers, and engineers on stormwater control techniques and materials.

```- Inspects County OandM facilities to verify compliance with the facility SWPPP and County SWMP.

```- Inspects installation of erosion and sediment control measures required for all site development that disturbs 5,000 sq. ft. or greater when needed.
